China’s public health practice can be traced back to the 1930s, when Professor Zhiqian Chen and his colleagues established the frst rural health pilot area in the Ding County of Hebei Province. They believed that the development of a rural health service must use a bottom-up strategy and set up a healthcare network based on the three tiers of the village, the town, and the county. However, due to Japan’s invasion in the 1930s and early 1940s and the subsequent civil war, these explorations were interrupted (Guo and Guo 2007). Until 1949, the economy, science, culture, and sanitation in China were much undeveloped. Infectious, parasitic, and endemic diseases spread, and the peoples’ health was seriously threatened. About 80 % of the country suffered endemic diseases, and more than 400,000,000 people were vulnerable. The death rate was greater than 2000 per 100,000 people annually, and more than half of these deaths were caused by infectious diseases. The infant mortality of newborns was 200 per 1000 births yearly. Average life expectancy was only 35 years, which was one of the lowest worldwide at that time (Chinese Health Yearbook Editorial Committee 1984; Qian 1992).

Dynamic Modeling of the 4 DoF BioRob Series Elastic Robot Arm for Simulation and Control

This paper presents the modeling of the light-weight BioRob robot arm with series elastic actuation for simulation and controller design. We describe the kinematic coupling introduced by the cable actuation and the robot arm dynamics including the elastic actuator and motor and gear model. We show how the inverse dynamics model derived from these equations can be used as a basis for a position tracking controller that is able to sufficiently damp the oscillations caused by the high, nonlinear joint elasticity. We presents results from simulation and briefly describe the implementation for a real world application.

Support of engineering changes in manufacturing systems by production planning and control methods

Due to changing customer demand and development of new technologies, manufacturing companies have to implement engineering changes in manufacturing systems. Planning and control of these engineering changes is a key task for the company because of the involved costs and time exposure. To improve the organization of several engineering changes in manufacturing systems, methods of production planning and control are evaluated which can support the planning and control of engineering changes. The purpose of the paper is to introduce existing methods for production planning and control in the planning and control of engineering changes in manufacturing systems. In the first step, the tasks of production planning and control and tasks for the implementation of engineering changes are listed. The handling of several parallel engineering changes is of particular importance. The tasks required for pre-selection, detailed planning and control of engineering changes are analyzed. In the second step, these tasks are compared with tasks from the production planning and control on similarities. Furthermore, methods to support these tasks will be considered. In the third step, methods are exemplarily investigated to requirements and usability for the implementation of engineering changes. With the Support of engineering changes in manufacturing systems by production planning and control method, proven existing methods can enhance the engineering changes. Knowledge about relationships in manufacturing systems can be transferred from production planning and control and optimize the implementation of engineering changes.

Control of a Multiple Source Microgrid With Built-in Islanding Detection and Current Limiting

An approach for the control of a voltage-sourced converter-interfaced distributed energy resource microgrid environment with multiple energy sources is analyzed and experimentally validated. The control approach is designed to operate in grid-connected and islanded modes of operation, as well as provide a smooth transition between the two modes. Additional features including islanding detection with positive feedback and dynamic overcurrent limiting are also evaluated. Validation is achieved through the results obtained from a scaled down prototype system with further results from the time-domain simulation of a medium-voltage microgrid.

Risk and risk management in management accounting and control

Recent world events, most notably the global financial crisis, have refocused and intensified interest on risk and the nature of systems that operate to manage risk. One area that has received relatively little attention is the interrelation between risk, risk management and management accounting and control practices. This editorial provides an introduction to the special issue of the journal on “Risk and Risk Management in Management Accounting and Control”. It argues that risk and the way it is managed has become a feature of organizational life in both the public and private sectors. By changing organizational practices risk management can facilitate and legitimise certain ways of organizing. It has the potential to change lines of responsibility and accountability in organizations, representing a particular way of governing individuals and activities. The argument is further made that risk management has moved away from being an issue of narrow concern to finance (value at risk, derivatives, etc.) or accountants (financial statement disclosure, etc.) to an issue about management control and therefore a key area in which management accountants need to engage. This editorial also highlights the potential side-effects of risk management, including issues around trust and accountability, but also the focus on secondary or defensive risk management and the rise of reputation risk.
