Performance measures and metrics in logistics and supply chain management: a review of recent literature (1995–2004) for research and applications

ABSTRACT

Performance measures and metrics are essential for effectively managing logistics operations, particularly in a competitive global economy. The global economy is featured with global operations, outsourcing and supply chain and e-commerce .The real challenge for managers of this new enterprise environment is to develop suitable performance measures and metrics to make right decisions that would contribute to an improved organizational competitiveness. Now the question is whether traditional performance measures can be used and out of them which ones should be given priority for measuring the performance in a new enterprise environment. Some of the traditional measures and metrics may not be suitable for the new environment wherein many activities are not easily identifiable .Measuring intangibles and nonfinancial performance measures pose the greater challenge in the so-called knowledge economy. Nevertheless, measuring them is
so critical for the successful operations of companies in this environment. Considering the importance of nonfinancial measures and intangibles, an attempt has been made in this paper to determine the key performance measures and metrics in supply chain and logistics operations. This is based on a literature survey and some of the reported case experiences. Suggestions for future research directions are also indicated.

INTRODUCTION

  Globalization of markets and operations has given a fresh impetus to the managers of twenty first century firms for developing new perspectives of various managerial functions that include marketing, design, engineering, production, finance, accounting and human resources. These new managerial perspectives  require new tools in terms of suitable performance measures and metrics so that the resources available can be judiciously utilized for producing quality goods and services and in turn enhance the organizational competitiveness. Since the market and operations nvironments have changed over the years, now the question is whether the existing performance measures and metrics can be used or we have to come out with a new set of performance measures in addition to some of the existing ones. These could be used in the new enterprise environment that is characterized by supply chain and  physically distributed global  operations. In this paper, an attempt has been made to determine suitable performance measures for supply chain and logistics. It is hoped this research will generate further interest in the field of performance measures and metrics including cost management system for supply chain and logistics management together with e-commerce.

چکیده

معیارهای عملکرد و معیارهای لازم برای مدیریت موثر عملیات تدارکات، به ویژه در یک اقتصاد جهانی رقابتی ضروری است. اقتصاد جهانی با عملیات جهانی، برونسپاری و زنجیره تامین و تجارت الکترونیک برجسته شده است. چالش واقعی برای مدیران این محیط سازمانی جدید، توسعه معیارهای عملکرد مناسب و معیارهای برای تصمیم گیری درست است که به بهبود رقابت سازمانی کمک می کند. اکنون سوال این است که آیا می توان از معیارهای عملکرد سنتی استفاده کرد و از آنها کدام یک از اولویت ها برای اندازه گیری عملکرد در یک محیط سازمانی جدید ارایه می شود. بعضی از معیارها و معیارهای سنتی ممکن است برای محیط جدید مناسب نباشد، در حالیکه بسیاری از فعالیت ها به راحتی قابل شناسایی نیستند. محاسبه نابرابری های غیرمالی و معیارهای عملکرد غیر مالی، چالش بزرگتری را در اقتصاد دانش به اصطلاح معرفت شناخته می کنند. با این وجود، اندازه گیری آنها برای عملیات موفقیت آمیز شرکت ها در این محیط بسیار حیاتی است. با توجه به اهمیت اقدامات غیرمالی و مصارف غیرمالی، در این مقاله تلاش شده است تا معیارهای عملکرد کلیدی و معیارهای در عملیات زنجیره تامین و تدارکات را تعیین کند. این بر اساس یک نظرسنجی ادبی و برخی از تجربیات موردی گزارش شده است. پیشنهادات جهت راهنمایی های آینده نیز نشان داده شده است.

مقدمه

جهانی سازی بازارها و عملیات به مدیران شرکت های قرن بیست و یکم برای ایجاد دیدگاه های جدید از توابع مدیریتی مختلفی که شامل بازاریابی، طراحی، مهندسی، تولید، مالی، حسابداری و منابع انسانی است، به انگیزه تازه ای دست یافته است. این دیدگاه های مدیریت جدید نیازمند ابزارهای جدیدی از نظر سنجی ها و اندازه گیری های عملکرد مناسب است تا بتوان منابع موجود را برای تولید کالاها و خدمات با کیفیت مورد استفاده قرار داد و به نوبه خود رقابت سازمانی را افزایش می دهد. از آنجا که محیط های بازار و عملیات در طول سال ها تغییر کرده است، اکنون سوال این است که آیا می توان اندازه گیری ها و معیارهای عملکردی موجود را انجام داد یا ما باید با مجموعه ای از اقدامات عملکردی علاوه بر بعضی از آنهایی که در حال حاضر هستند، بیرون بیاییم. این می تواند در محیط جدید سازمانی مورد استفاده قرار گیرد که توسط زنجیره تامین و عملیات جهانی توزیع شده فیزیکی مشخص می شود. در این مقاله، تلاش برای تعیین ضوابط عملکرد مناسب برای زنجیره تامین و تدارکات انجام شده است. امید است که این تحقیق علاقه بیشتری به حوزه معیارهای عملکرد و معیارهای شامل سیستم مدیریت هزینه برای زنجیره تامین و مدیریت تدارکات همراه با تجارت الکترونیک ایجاد کند.
