ABSTRACT
This paper looked at development of accounting practice in Nigeria and analyzes how the country’s economic, taxation, and other factors affect the development of financial accounting regulations in Nigeria. The study observed that political issues, privatization and capital market growth brought about several reforms that have improved financial reporting and disclosure requirements in Nigeria. The study suggests the strengthening the capacity of accounting regulatory bodies for monitoring and enforcing accounting standards, and building the capacity of accounting professional bodies to build the confidence of stakeholders in the accounting function and to inspire potential investors.
INTRODUCTION
Over the years, commentators have been concerned about the need for accounting regulations. As a result, several countries responded to the call by many professionals for the enactment of regulations. Their efforts resulted in the passage of Sarbanes-Oxley Act by the U.S. Congress in July 2002,the European Union Act1606/2002, the Corporate Law Economic Reform Program Act 2004 enacted by Australia in July, 2004 and the replacement of the Nigerian Accounting Standards Board Act 2003 with the Financial Reporting Council Act of 2011. Regulating financial reporting involves not only setting of disclosure and practice requirements but also providing adequate mechanisms to monitor adherence and compliance with disclosure requirements. Baldwin and Cave (1999), argue that regulations are necessary so as to avoid windfall profits, to prevent profit-skimming and to avoid free rider effect. Regulations on financial reporting are very important especially now that the Nigerian Government is calling for foreign direct investment (FDI) in the private sector from international investors and Nigerians in diaspora to invest in the country. Investors and other financial statement users need information to enable them to decide where to invest. Adequate supply of such information made possible by will reduce adverse selection and moral hazard problems so that investors are protected. Nigerian accounting practices have followed patterns of the British accounting system and the legal regulation of businesses in Nigeria took its roots from the British. In view of the fact that Nigeria was under British rule and influence, the country’s company law has mirrored the company law of the United Kingdom (Okike, 1994).
چکیده
در این مقاله، توسعه عملیات حسابداری در نیجریه مورد بررسی قرار گرفت و تحلیل می کند که چگونه اقتصاد، مالیات و سایر عوامل کشور بر توسعه ی مقررات حسابداری مالی نیجریه تأثیر می گذارد. این مطالعه نشان می دهد که مسائل سیاسی، خصوصی سازی و رشد بازار سرمایه موجب اصلاحات متعددی شده اند که نیازهای گزارشگری مالی و افشای اطلاعات در نیجریه را بهبود بخشیده است. این مطالعه نشان می دهد تقویت ظرفیت ادارات حسابداری حسابداری برای نظارت و اجرای استانداردهای حسابداری و ایجاد ظرفیت سازمان های حرفه ای حسابداری برای ایجاد اعتماد متقابل سهامداران در عملکرد حسابداری و الهام بخشیدن به سرمایه گذاران بالقوه است.
مقدمه
در طول سالها، مفسران نگران نیاز به مقررات حسابداری بوده اند. در نتیجه، چندین کشور به فراخور بسیاری از متخصصان برای تصویب مقررات پاسخ دادند. تلاش های آنها منجر به تصویب قانون Sarbanes-Oxley توسط کنگره ایالات متحده در ماه ژوئیه 2002، قانون اتحادیه اروپا 1606/2002، قانون برنامه اصلاحات اقتصادی در سال 2004 که توسط استرالیا در ژوئیه 2004 اجرا شد و جایگزینی هیات استانداردهای حسابداری نیجریه قانون 2003 با قانون شورای گزارشگری مالی سال 2011. تنظیم گزارش مالی شامل نه تنها تنظیمات افشا و نیازهای عملی است، بلکه مکانیسم های کافی برای نظارت بر انطباق و انطباق با الزامات افشا را فراهم می کند. بالدوین و غار (1999) استدلال می کنند که مقررات لازم برای جلوگیری از سود بالقوه، جلوگیری از سوء استفاده از سود و اجتناب از اثر سواری آزاد است. مقررات گزارشگری مالی بسیار مهم است، به ویژه در حال حاضر، دولت نیجریه برای سرمایه گذاری مستقیم خارجی (FDI) در بخش خصوصی از سرمایه گذاران بین المللی و نیجریه ها در کشورهای غربی درخواست سرمایه گذاری در این کشور می کند. سرمایه گذاران و سایر حساب های مالی کاربران نیازمند اطلاعات هستند تا بتوانند تصمیم بگیرند کجا سرمایه گذاری کنند. تامین مناسب از چنین اطلاعاتی که ممکن است توسط انتخاب شود، انتخاب نامساعد و مشکلات خطر اخلاقی را کاهش می دهد به طوری که سرمایه گذاران محافظت می شوند. شیوه های حسابداری نیجریه از الگوهای سیستم حسابداری بریتانیا پیروی کرده و مقررات قانونی کسب و کار در نیجریه از انگلیس ریشه دارد. با توجه به این واقعیت که نیجریه تحت حکومت و نفوذ بریتانیا قرار دارد، قانون شرکت در قانون شرکت های انگلیس (اوکیکه، 1994) بازتاب یافته است.
