چکیده
در تحقیق حاضر مدلي جهت پیش بینی هزينه هاي پروژه با توجه به عملكرد زماني يو هزینه ای يا پروژه، به كمك تكنيك مديريت ارزش كسب شده با توجه به شرایط واقعي ناشي از عدم قطعیت ها و اعمال فاكتورهاي ریسك با استفاده از روش شبیه سازي مونت كارلو ( Monte-Carlo Simulation) ارائه ميگردد. كلیه عدم قطعیت ها توسط توابع توزیع احتمالاتی مربوط به هزينه، كه بر اساس اطلاعات موجود از پروژه هاي پیشین و قضاوت كارشناسي بنا گرديده اند لحاظ شده و با استفاده از روش هاي شب هي سازي خطوط مبناي هزينه ي غیر قطعي پروژه ( Project Stochastic S-Curve)تعيين خواهند گردید.
مقدمه
بدون ترديد يكي از اصلي ترين دلايل عدم پايان موفقيت آميز پروژه هامطابق با بودجه مصوب و زمانبندي برنامه ريزي شده، عدم به كارگيري سيستم يا تكنولوژي مديريت پروژه ي علمي برپايه تجارب موفق گذشته، و بهترين شيوه ها، ابزارها و تكنيك هاي بهنگام مي باشد. هدف نهايي شيپ ينيب عملكرد پروژه قراردادن تصمیم گیرندگان در وضعیتی مناسب ميباشد كه با دادن پیش آگاهي عینی و اصلاح شده بدست مي آيد. هرچند سوابق عملكرد واقعی كه احتمالاً عینی ترین مطمئن ترین منبع اطلاعات عملكرد پیش بینی شده ميباشند ، در ابتدا پروژه محدود است. بنابراین بزرگترین چالش در پیش بینی عملكرد پروژه استفاده از قضاوت غیرعینی و دانش قبلی براي فایق آمدن بر كمبود سوابق عملكردي بدست آمده براي كاربرد در فازهاي اولیه پروژه است. پیش بینی زمان و هزینه نهايي پروژه با استفاده از دو رويكرد قطعي غیر قطعي انجام مي شود. در رويكرد قطعي تخمین زمان و هزينه نهايي با توجه به محتملترین زمان و هزينه براي هر فعالیت تعيين میگردد، در حاليكه در يك رويكرد غیرقطعي تخمین زمان و هزینه برنامه ريزي شده براساس توزیع ذاتي زمان و هزینه هر فعالیت تعيين میشود.
ABSTRACT
In the present study, a model for predicting project costs with regard to time and cost or project performance, using the technique of value management obtained with regard to the real conditions arising from uncertainties and the application of risk factors using Monte Carlo simulation method (Monte Carlo Simulation). All uncertainties are considered by cost-probabilistic distribution functions that are based on existing information from previous projects and expert judgment, and are based on the construction of the Project Stochastic S- Curve will be determined.
INTRODUCTION
Undoubtedly, one of the main reasons for a project’s failure to complete a successful project, in line with approved budget and planned scheduling, is the lack of a system for managing a scientific project management system based on past successful experiences and the best practices, tools and techniques on a timely basis. The ultimate goal of the project is to provide decision makers with an appropriate and well-informed background. However, the actual performance records, which are probably the most reliable, most reliable source of performance data predicted, are initially limited. Therefore, the greatest challenge in predicting project performance is to use non-judgmental judgment and prior knowledge to overcome the lack of operational records obtained for use in the early phases of the project. The forecast of the project’s final time and cost is done using two definite uncertain approaches. In the definitive approach, the estimation of the time and the final cost is determined according to the most probable time and cost for each activity, while in an uncertain approach the estimated time and cost are estimated based on the inherent distribution of the time and cost of each activity.
