چکیده
«مدیریت توسعه» یکی از جدیدترین رشتههای علوم اجتماعی است که پیدایی «دیدهای میان رشتهای» موجبات ظهور و تدوین آنرا فراهم آوردهاند. رگ و ریشه نظری این دیدگاهها را میتوان در لابه لای بحثها و نوشتههای آدورنو، هورکهایمر، مارکوزه، و هابرماس که از سردمداران «دبستان فرانکفورت» به شمار میروند، جست. مدیریت توسعه به مثابه رشتهای مرکب و عمدتاً کاربردی، آشکارا محصول «جامعه مدنی» است، جامعهای که از لحاظ سیاسی و اداری «دموکراسی مشارکتی» را ارج مینهد. تاریخ و همچنین جامعهشناسی شهری نشان میدهند که خاستگاه و پایگاه مدنیت شهرها بودهاند. فراز آمدن «تمدن» در گرو تشکیل «نهادهای مدنی» است و در هر جامعه،تنها زمانی که رشد وتوسعه این نهادها به درجهای برسد که اغلب «اداره امور عمومی»را مردم و سازمانهای غیر دولتی عهدهدار شوند، توانش ساماندهی تمدنی بالنده و دورانساز فراهم می آید. از منظر رشته سازمان و مدیریت، عمدهترین تفاوت بین شهر و سکونتگاه های پیشاشهر، در وجود و تعدد «سازمانهای دومین» است. چه در قبایل، عشیرهها، آبادیها و روستاها وجود این گونه سازمانها نادر است و اغلب امور توسط «سازمانهای نخستین»15 انجام میپذیرد. در صورتی که شهرها علاوه بر سازمانهای نخستین، تعداد زیادی از سازمانهای دومین را کنشگر و میانجی اداره امور عمومی میسازند که نظام یا ساختار اجتماعی پیچیدهای از نهادها و سازمانهای دومین را استقرار میبخشد. همین نهادها و تعدد، تنوع و غنای کمّی و کیفی آنها و تداوم عملکردشان است که فرهنگ و تمدن شهر را بارور میکند. از این روست که تشکیل نهادهای مدنی را نمیتوان از شالوده شهر وجامعه مدنی جدا کرد. برای توسعه این نهادها و عملکرد هر چه بهتر آنهاست که امروزه «مدیریت توسعه» در کانون توجه جهانیان قرار گرفته است. این مقاله سرشت چند ساحتی مدیریت توسعه و کنش متقابل آن با نهادهای مدنی را مورد تحلیل و تشریح قرار میدهد. همچنین نشان میدهد که تنها در صورتی این مدیریت در نواحی شهری میتواند موفق باشد که به صورت پایدار، موزون و همه جانبه ای به اجرا درآید. در این راستا گریزی جز ساماندهی علمی سازمانهای دومین و عملکرد آنها وجود ندارد. خاصه آن نهادهایی که مسئولیت حفظ، تقویت، انتقال و تسلسل «دانایی» و فراتر از آن «فراگیری دانایی» را بر دوش میکشند.
ABSTRACT
‘Development management’ is one of the newest disciplines of the social sciences that has given rise to the emergence and formulation of ‘interdisciplinary views’. The theoretical roots of these views can be found in the discussions and writings of Adorno, Horkheimer, Marcuse, and Habermas, who are the directors of Frankfurt Primary School. Development management as a composite and largely applied discipline is clearly the product of “civil society”, a society that values politically and administratively “participatory democracy”. History as well as urban sociology show that they were the origins and bases of civilization in cities. The rise of “civilization” depends on the formation of “civil institutions”, and in any society, only when the development and development of these institutions reach the level that most “public affairs” are entrusted to people and non-governmental organizations, the ability to organize a growing and ephemeral civilization. Provided. From the point of view of organization and management, the most important difference between the city and the settlements of the suburbs is the existence and multiplicity of “second organizations”. In tribes, tribes, villages, and villages, such organizations are rare, and most of the work is done by “prime organizations.” Whereas cities, in addition to the first organizations, make a large number of second organizations the agents of public administration that establish a sophisticated social system or structure of the latter. It is these institutions and their multiplicity, their quantitative and qualitative diversity and richness, and the continuity of their work that fertilize the culture and civilization of the city. That is why the formation of civil institutions cannot be separated from the foundations of the city and civil society. It is for the development of these institutions and for their better functioning that “development management” is now the focus of attention worldwide. This article analyzes the multidisciplinary nature of development management and its interaction with civil society. It also shows that it is only if urban management can succeed that it is sustainable, balanced and comprehensive. In this regard, there is no escape except the scientific organization of the second organizations and their functioning. Especially those institutions that bear the responsibility of preserving, reinforcing, transmitting and regulating “knowledge” and beyond “knowledge acquisition”.
