ABSTRACT
The popular smart city concept, for some, is viewed as a vision, manifesto or promise aiming to constitute the21st century’s sustainable and ideal city form, while for others it is just a hype. This paper places smart city practices from the UK under the microscope to investigate their contributions in achieving sustainable urban outcomes. Panel data analysis methods were employed to investigate changes in carbon dioxide emissions level of 15 UK cities with differential level of city smartness over the period of 2005–2013. The findings reveal that the link between city smartness and carbon dioxide emissions is not linear, and the impact of city smartness on carbon dioxide emissions does not change over time. This finding calls for better aligning smart city strategies to lead to concrete sustainable outcomes. The paper concludes by highlighting the importance of prospective investigations to accurately scrutinise existing smart city projects’ outcomes, and emphasising the necessity of developing smart city agendas that deliver sustainable outcomes.
INTRODUCTION
Not to a surprise, the 21st century is promoted as the ‘century of cities’ (Carrillo et al., 2014). By 2030, 60% of the world’s population is expected to live in mega-cities; by 2050, 75% of the world’s population will be living in urban areas; and this figure will reach to over 80% at the end of the century (Hardoy et al., 2013; Dizdaroglu and Yigitcanlar, 2014). Today, some of the developed nations have already exceeded this urbanisation rate. For instance, in the UK well over 80% of the population is residing in urban areas. Moreover, the Anthropocene era is already upon us, which is characterised by massive human impacts on geological and ecological systems (Crutzen and Steffen, 2003). Urban growth is a major phenomenon of the Anthropocene era, which is taking place on an unprecedented scale globally, and its impacts on society and the environment are evident (Perveen et al., 2017). Particularly, greenhouse gas (GHG) emissions, including carbon dioxide (CO2), are major contributors of the global warming (Mahbub et al., 2011; Yigitcanlar and Dizdaroglu, 2015). Climate change in this era hassevere implications for the security of individuals, communities, cities, regions, and the planet (Deilami et al., 2018). Mitigating global climate change and neutralising the impacts of fossil fuel-based energy policyon the environment have emerged as the biggest challenges for the planet, threatening both natural and built systems with long-term consequences (Dur and Yigitcanlar, 2015; Arbolino et al., 2017).
چکیده
مفهوم مردمی شهر هوشمند برای بعضی ها به عنوان یک چشم انداز، مانیفست و یا وعده به منظور تشکیل شکل پایدار و ایده آل شهر قرن بیست و یکم در نظر گرفته می شود، در حالی که برای دیگران فقط یک تپش قلب است. این مقاله اقدامات شهر هوشمند را از انگلستان تحت میکروسکوپ انجام می دهد تا مشارکت آنها در دستیابی به نتایج پایدار شهری را بررسی کند. روش تجزیه و تحلیل داده های پانل به منظور بررسی تغییرات در میزان انتشار دی اکسید کربن در 15 شهر انگلستان با استفاده از اختلاف سطح هوشمندانه شهر طی دوره 2005-2013 مورد استفاده قرار گرفت. یافته ها نشان می دهد که ارتباط بین هوش شهر و انتشار گاز دی اکسید کربن خطی نیست و تاثیر هوش شهر بر انتشار دی اکسید کربن در طول زمان تغییر نمی کند. این یافته نیازمند هماهنگ کردن استراتژی های شهر هوشمند است تا منجر به نتایج پایدار بنیانی شود. این مقاله با برجسته کردن اهمیت تحقیقات آینده نگری به منظور بررسی دقیق نتایج پروژه های شهر هوشمند و تأکید بر ضرورت توسعه برنامه های شهر هوشمند که نتایج پایدار را به دست می دهند، نتیجه گیری می شود.
مقدمه
به جای تعجب، قرن بیست و یکم به عنوان “قرن شهرها” ترویج می شود (Carrillo et al.، 2014). انتظار می رود تا سال 2030، 60 درصد جمعیت جهان در شهرهای بزرگ زندگی کنند؛ تا سال 2050، 75 درصد جمعیت جهان در مناطق شهری زندگی خواهند کرد. و این رقم در پایان قرن بیش از 80 درصد خواهد رسید (Hardoy et al.، 2013؛ Dizdaroglu and Yigitcanlar، 2014). امروزه برخی از کشورهای توسعه یافته از این میزان شهری بیش از حد پیشی گرفته اند. به عنوان مثال، در انگلستان بیش از 80٪ جمعیت در مناطق شهری ساکن هستند. علاوه بر این، دوران آنتروپوسن در حال حاضر بر روی ما است، که با اثرات گسترده انسانها در سیستم های زمین شناسی و زیست محیطی مشخص می شود (Crutzen and Steffen، 2003). رشد شهری یک پدیده مهم از دوره ی آنتروپوژن است که در مقیاس بی سابقه ای در سطح جهانی قرار دارد و اثرات آن بر جامعه و محیط زیست آشکار است (Perveen et al.، 2017). به ویژه، انتشار گازهای گلخانه ای (GHG)، از جمله دی اکسید کربن (CO2)، کمک کننده های اصلی گرمایش جهانی است (Mahbub et al.، 2011؛ Yigitcanlar and Dizdaroglu، 2015). تغییرات اقلیمی در این دوران به معنای امنیت افراد، جوامع، شهرها، مناطق و سیاره است (Deilami et al.، 2018). مقابله با تغییرات اقلیمی جهانی و خنثی سازی اثرات سیاست انرژی بر پایه سوخت فسیلی در محیط زیست به عنوان بزرگترین چالش های این سیاره مطرح شده است و سیستم های طبیعی و ساختمانی را با عواقب طولانی مدت تهدید می کند (Dur و Yigitcanlar، 2015؛ Arbolino et al. 2017)
