چکیده
مدیریت منابع مشترك آبی به علت وجود ذينفعان متعدد با اهداف و مطلوبیت هاي مختلف و لزوم مدنظر قراردادن این اهداف در برنامه ،ها ریزي یکی از مهمترین چالش هاي مدیریت منابع آب است. اختلافات موجود در منابع مشترك آبی، میتواند موجب بروز اختلافات سیاسی و اجتماعی فراوان و بحران هاي ناشی از این اختلافات گردد. تئوري بازي ها با توجه به توانایی در نظر گرفتن استراتژي هاي بازیکنان و رفتارهاي مورد انتظار در ازاي هر استراتژي، روش مناسبی براي حل مسائل مدیریت منابع مشترك و از آن جمله مدیریت منابع ابی مشترك میباشد. در این مقاله، متدولوژياي براي تخصیص ماهانه آب در رودخانه هاي مشترك ارائه گردیده است که در آن از روش ها و مفاهیم موجود در بازي همکارانه براي توزیع سود اضافی حاصل از همکاري، بهره گرفته شده و با توجه به آن، میزان پرداختی بازیکنان به همدیگر محاسبه گردیده است. روش هاي شاپلی و نوکلئولوس روش هاي به کار رفته در این مقاله میباشند. گام هاي مختلف متدولوژي پیشنهادي جهت ارزیابی کارآیی آن، براي تخصیص آب در سیستم رودخانه اي کارون-دز به کار گرفته شده است. نتایج استخراجی حاکی از قابلیت بالاي دیدگاه ها و روش هاي موجود در تئوري بازي هاي همکارانه در زمینه کاهش اختلافات در رودخانه هاي مشترك میباشد.
مقدمه
از دهه هاي پایانی قرن بیستم، با افزایش جمعیت و به تبع آن افزایش نیاز به آب، منابع آبی مشترك، همواره یکی از دلایل بروز اختلافات سیاسی و اجتماعی در ابعاد بخشی، منطقه اي یا بین المللی، در نقاط مختلف دنیا بوده اند. نمونه اي از چنین اختلافاتی مابین کشورهاي سوریه، عراق و ترکیه بر سر رودخانه هاي دجله و فرات، هند و پاکستان بر سر رودخانه ي گنگ و آمریکا و مکزیک بر سر منابع آب سطحی و زیرزمینی مشترك وجود دارد. از همین رو تعیین روشی براي حل اختلافات به وجود آمده بر سر این منابع اهمیت مییابد. یکی از روش هاي حل چنین اختلاف هایی تئوري بازي هاست که میتواند در مدل سازي این مسائل به کار رود. تئوري بازي ها به دلیل ماهیت آن قابلیت در نظر گرفتن رفتار استراتژیک بازیکنان را داراست و میتواند همکاري یا عدم همکاري آنها را در درون مدل لحاظ کند.(Rogers (1969از تئوری بازي ها در رودخانه هاي Gangesو ،Brahmaputraکه بین کشورهاي پاکستان و هندوستان مشترك هستند، استفاده کرد.
ABSTRACT
Managing shared water resources is one of the main challenges of water resources management due to the existence of multiple stakeholders with different goals and desires and the need to consider these goals in the program. The disparities in shared water resources can lead to many political and social disputes and the crises caused by these disagreements. The theory of games is a suitable method for solving shared resource management issues, including shared resource management, due to the ability to consider players’ strategies and expected behaviors in return for any strategy. In this paper, a methodology for the monthly allocation of water in shared rivers is presented, in which the methods and concepts used in the cooperative game are used to distribute additional profit from the collaboration, and, accordingly, the amount of players’ payments to each other Calculated. Shapley and Nucleus methods are the methods used in this article. Different steps have been taken to propose a methodology for assessing its efficiency for allocating water to the Karun-Das River system. The extraction results indicate the ability of the cooperative game theory and approaches to reduce the disparities in the common rivers.
INTRODUCTION
Since the late decades of the twentieth century, with increasing population and, consequently, the increased need for water, common water resources, has always been one of the reasons for political and social disagreements in parts of the region, regional or international, in different parts of the world. An example of such disagreements is between the Syria, Iraq and Turkey over the rivers of the Tigris and Euphrates, India and Pakistan over the Ganges River and the United States and Mexico over shared surface and underground water resources. Hence, determining the method for solving the disputes over these resources is important. One of the methods for solving such differences is the theory of games that can be used to model these issues. The game theory, due to its nature, has the ability to consider the players’ strategic behavior and can consider their collaboration or lack of cooperation within the model (Rogers (1969) of the theory of games in the rivers Ganges and Brahmaputra, which are common among the countries of Pakistan and India. , used.
