چکیده
مديريت هزينه هاي پروژه جزء اصلي و غيرقابل انكار در فرآيندهاي مديريت پروژه است در كه پروژه هاي پر هزينه و طولاني مدت نظير پروژه هاي بزرگ عمراني اهميت مضاعفي مي يابد. در اين نوشتار مهم ترين مبحث از ميان مباحث مهندسي مرتبط با مديريت هزينه كه عبارت است از موازنه هزينه زمان ، مورد توجه قرار گرفته است. موازنه هزينه و زمان از جمله مباحث مهم در برنامه ريزي و كنترل پروژه ها است و هدف از حل اين مساله در واقع تحليل رفتار متقابل انواع گوناگون هزينه هاي پروژه و زمان اجراي پروژه مي باشد. در محاسبات زمان بندي پروژه، معمولاً زودترين زمان تكميل آخرين فعاليت به عنوان تاريخ تحويل پروژه در نظر گرفته مي شود. از سوي ديگر، زمان تكميل پروژه، براساس يك سري از محدوديت يا ها نيازهاي داخلي يا خارجي تامين مي شود در كه اكثر مواقع، زمان تكميل تعيين شده براساس محدوديت ها، طولاني از تر تاريخ حويل پروژه است در. چنين شرايطي، زمان تكميل پروژه را مي توان با استفاده از روش هايي كاهش داد. كوتاه سازي مدت زمان اجراي فعاليت هاي بحراني(CPM) با صرف هزينه هاي بيشتر يا فشرده سازي آنها يكي از اين موارد مي باشد .اماسوالي كه همواره ذهن مديران و برنامه ريزان پروژه در را مراحل گوناگون اجراي پروژه به خود مشغول مي كند اين است كه چگونه مي توان به تعادلي مناسب بين زمان و هزينه هاي برآورد شده براي پروژه(كه مطمئناً هيچ گاه كاملا قطعي نيستند) دست يافت، به گونه اي كه ضمن حداكثر استفاده از منابع موجود، پروژه در زمان هاي پيش بيني شده با و كيفيت مورد نظر به اتمام برسد. در نجاه سال گذشته براي كمك به يافتن پاسخي مناسب براي اين سوال، الگوريتم و ها روش هاي گوناگوني ابداع شده اند دو در كه گروه الگوريتم هاي كلاسيك و الگوريتم هاي ابتكاري قرار مي گيرند. در الگوريتم هاي كلاسيك با استفاده از روش هاي رياضي و ابزارهاي تحقيق در عمليات، راه حل هايي براي مساله موازنه هزينه زمان ارايه شده است.
مقدمه
امروزه لزوم برنامه ريزي مناسب به منظور برآورد صحيح از زمان و هزينه انجام پروژه و ميزان منابع مورد نياز در ك پروژه كه تاثير مستقيم بر اجرا ، اداره و بهره برداري مناسب از پروژه هايي همانند ساخت تجهيزات ، احداث سد، ساختن بزرگراه، مجتمع آپارتماني و غيره دارند، بر كسي پوشيده نيست. اين مساله بخصوص در كشورهاي پيشرفته ، اهميت بسيار زيادي دارد.
ABSTRACT
Project cost management is a major and undeniable component of project management processes, in which costly and long-term projects such as major construction projects are becoming increasingly important. In this paper, the most important topic among the cost-management related engineering issues is the pay-as-you-go balance. Cost and time balance is one of the important issues in project planning and control, and the goal of solving this problem is to analyze the interaction of different types of project costs and project execution time. In the calculation of the project schedule, the earliest completion time of the last activity is usually considered as the date of delivery of the project. On the other hand, the completion time of a project is based on a series of constraints or internal or external needs. In most cases, the completion time determined by the constraints is longer than the date of the project’s delivery. In such circumstances, the completion time of the project can be reduced by using methods. One of these is the shortening of the duration of the critical activities (CPMs), with more costs or compression. It is always a matter of time that the minds of the project managers and planners involved in various stages of the project’s implementation is that How can the appropriate balance between time and estimated costs for the project (which certainly are never completely certain) can be achieved in such a way that, while maximizing the use of available resources, the project at a given time and with the desired quality To be completed. Last year, in order to help us find the right answer for this question, algorithms and various methods have been developed, in which a group of original algorithms and algorithms are invented. In the classical algorithms, solutions for the time balance problem are presented using mathematical methods and research tools in operation.
INTRODUCTION
Today, the need for proper planning is needed to accurately estimate the time and cost of carrying out the project and the amount of resources needed in the project, which has a direct impact on the implementation, management and proper operation of projects such as the construction of equipment, dam construction, construction of highways, apartment complexes and Etc. are not covered by anyone. This is especially important in advanced countries.
