خلاصه
سیستم های ارتباطی، ناوبری ونظارتی زمینی بخصوص بر فراز جنگل ها، کوهستان ها، بیابان ها و اقیانوس ها دارای محدودیت هایی میباشد. محدودیتهای سیستم های ناوبری هوایی کنونی عبارتست از عدم پوشش کافی دستگاه های VOR/DMEو دیگر تجهیزات ناوبری و محدود بودن دقت سیستم های ناوبری موجود. به همین جهت در اوائل سال 1966توجه ایکائو به استفاده از سیستم های ماهوارهای برای چاره جوئی کاستی های ناوبری بخصوص بر فراز اقیانوس ها، دریاها و پهنه های خشکی کم جمعیت معطوف گردید. در بدو شکل گیری طرح ،FANSسیستم آمریکایی GPSو سیستم شوروی سابق حت عنوان GLONASSتنها سیستم های ناوبری ماهوارهای بودند که برای ارائه خدمات ناوبری FANSاز قبل در نظر گرفته شده بودند. اما فروپاشی شوروی سابق باعث گردیدکه GLONASSرفته رفته کمرنگ و GPSسیستم ناوبری بلامنازع بحساب آید. مراحل تکامل تدریجی ناوبری به کمک سیستم های ماهواره ای به این صورت پیش بینی گردیده که در ابتدا این سیستم ها بعنوان مکمل سیستم ناوبری زمینی، سپس به عنوان سیستم اولیه و در نهایت بعنوان تنها وسیله ناوبری بکار گرفته شوند که در آنصورت سیستم های ناوبری زمینی فقط در مناطق مخصوصی کاربرد خواهند داشت. اینجاست که پیچیدگی بخش ناوبری سیستم های CNS/ATMبیشتر شده و پیش بینی ها و سیاست گذاری های بسیار دقیقی را طلب میکند. در این مقاله سیستم های ناوبری موجود و سیستم های ناوبری مورد نیاز آینده و مشکلات و محدودیتهای استفاده از این سیستم ها بررسی میگردد و با توجه به الزامات سازمان ایکائو مشخصات سیستم ناوبری مورد نیاز در آینده شناسایی میگردد.
مقدمه
با گذشت زمان تعدادی از کشورهای متعاهد ایکائو رفته رفته با محدودیت های سامانه های ارتباطی، ناوبری ونظارتی زمینی (Terrestrial) بخصوص بر فراز جنگل ها، کوهستان ها، بیابانها و اقیانوس ها مواجه گردیدند. به همین جهت در اوائل سال 1966توجه ایکائو معطوف به استفاده از سامانه های ماهوارهای (Celestial) برای چاره جوئی کاستی های ناوبری بخصوص بر فراز اقیانوس ها ، دریاها و پهنه های خشکی کم جمعیت گردید. سازمان ایکائو پس از تشکیل دو کمیته تخصصی FANSدر سالهای 1983و ،1989سر انجام در سال 1993در قالب طرح CNS/ATMبه این نتیجه رسید. که تنها سامانه ای که قادر است در آینده پاسخگوی نیازهای هواپیمایی کشوری در زمینه ناوبری باشد، سامانه ماهواره ای ناوبری جهانی است که در واقع شامل تمام سامانه های موقعیت یابی ماهواره ای با پوشش جهانی است.
ABSTRACT
Communication systems, navigation and ground surveillance, especially over forests, mountains, deserts and oceans, are subject to limitations. The limitations of current air navigation systems are the lack of sufficient coverage of the VOR / DME and other navigation equipment and the limited accuracy of existing navigation systems. As a result, in early 1966, ICAO focused on the use of satellite systems to tackle navigation shortcomings, especially over low ocean, seas, and lowland drought. At the time of the design, FANS of the US GPS system and the former Soviet system, as the GLONASS, were the only satellite navigation systems already provided for the FANS Navigation Services. But the collapse of the former Soviet Union led GLONASS to become an unchallenged navigation system. The progressive evolution of navigation through satellite systems is predicted to be used initially as a complement to the ground navigation system, then as an initial system and ultimately as a single navigation device, in which case ground navigation systems Only in specific areas will they be used. This is where the complexity of the navigation system of CNS / ATM systems is increased and requires very precise forecasts and policies. In this article, existing navigation systems and future navigation systems and the problems and constraints of using these systems will be examined and, in accordance with the requirements of the ICAO organization, the characteristics of the required navigation system will be identified in the future.
INTRODUCTION
Over time, some of the ICAO member states have gone hand-in-hand with limitation of communications, navigation and terrestrial systems, particularly over forests, mountains, deserts and oceans. Thus, in early 1966, ICAO focused on the use of satellite systems (Celestial) to remedy navigation shortcomings, especially over low oceans, seas, and lowland areas. The ICAO organization came to the conclusion of the two FANS specialized committees in 1983 and 1989, which was completed in 1993 in the form of a CNS / ATM project. The only system that can meet future national navigation needs in the future is the Global Navigation Satellite System, which actually includes all global satellite positioning systems.
