Towards Quantifying the Impacts of Cyber Attacks in the Competitive Electricity Market Environment

ABSTRACT

We provide in this paper the first steps towards the quantification of the impacts of cyber attacks on the  power grid. We present a review of key-issues on cyber security of power systems, and show the main  challenges as well as complicating factors. In order to do the quantification, we propose the application of a conceptual four-layer framework that represents the physical, communication/control, market levels of the electricity infrastructure, and a cyber security investment layer. We characterize each layer and discuss the relationship among them. We focus on quantify the impacts that cyber attacks can have on the market layer using the system social welfare as the main metric. We use a small system to illustrate the application of our framework on the evaluation of investment alternatives on cyber security.

INTRODUCTION

THE power grid is the skeleton in which our modern society is sustained. Electricity as a source of energy has become indispensable and interruptions of the service can have tremendous social and economic impacts.  For example, the 2003 mega-blackout in the East coast of the United States affected 50 million people and cost an estimate of 6-13 billion dollars. The complexity of the power grid has increased as a result of the restructuring of the industry moving towards a market environment with new players and uncertainty  sources, the use of more communication networks, Supervisory Control And Data Acquisition (SCADA) control systems, wireless communications, and the Internet. These have opened new vulnerabilities, the so-called cyber-vulnerabilities , . Such cyber-vulnerabilities, which key characteristic is the no necessity of physical interaction with the power grid, can be thought as additions to the well-known physical vulnerabilities. Only using communication networks, from anywhere in the world, such vulnerabilities can be detected and exploited. This non-physical characteristic creates a new scenario for reliability considerations, and, in general, the notions as well as several tools for reliability analysis need to be upgraded or created for the new environment. Size is the critical parameter in usual reliability considerations in the sense that, for example, large generation plants impact more than small ones.

چکیده

در این مقاله ابتدا گامی برای ارزیابی تاثیرات حملات سایبری به شبکه برق ارائه می کنیم. ما در حال بررسی یک موضوع کلیدی در مورد امنیت سایبری سیستم های قدرت است و چالش های اصلی و همچنین عوامل پیچیده را نشان می دهد. برای انجام اندازه گیری، پیشنهاد می کنیم که یک چارچوب مفهومی چهار لایه را نشان دهد که نشان دهنده سطح فیزیکی، ارتباطات / کنترل، بازار زیرساخت برق و یک لایه سرمایه گذاری امنیت سایبری است. ما هر لایه را توصیف می کنیم و رابطه بین آنها را مورد بحث قرار می دهیم. ما بر روی اندازه گیری تاثیرات که حملات سایبری می تواند بر لایه بازار با استفاده از رفاه اجتماعی را به عنوان معیار اصلی تعیین کند، تمرکز می کند. ما از یک سیستم کوچک برای نشان دادن کاربرد چارچوب ما در ارزیابی گزینه های سرمایه گذاری در امنیت سایتی استفاده می کنیم.

مقدمه

شبکه برق اسکلتی است که در آن جامعه مدرن ما پایدار است. الکتریسیته به عنوان یک منبع انرژی ضروری است و وقفه های خدمات می تواند اثرات اجتماعی و اقتصادی فراوانی داشته باشد. به عنوان مثال، برق مگاوات سال 2003 در ساحل شرقی ایالات متحده 50 میلیون نفر را خراب کرد و برآوردی از 6 تا 13 میلیارد دلار هزینه دارد. پیچیدگی شبکه برق در نتیجه بازسازی صنعت به سمت یک محیط بازار با بازیکنان جدید و منابع نااطمینی، استفاده از شبکه های ارتباطی بیشتر، کنترل های کنترل نظارت و دستیابی به اطلاعات (SCADA)، ارتباطات بی سیم، و اینترنت. این آسیب پذیری های جدید، به اصطلاح آسیب پذیری های اینترنتی را باز کرده است. چنین آسیب پذیری های سایبری، که ویژگی کلیدی بدون ضرورت تعامل فیزیکی با شبکه برق است، می تواند به عنوان افزودنی های آسیب پذیری شناخته شده فیزیکی مورد توجه قرار گیرد. تنها با استفاده از شبکه های ارتباطی، از هر نقطه از جهان، چنین آسیب پذیری ها می توانند شناسایی و بهره برداری شوند. این ویژگی غیر فیزیکی یک سناریو جدید برای ملاحظات قابلیت اطمینان ایجاد می کند و به طور کلی مفاهیم و همچنین ابزارهای چندگانه برای تجزیه و تحلیل قابلیت اطمینان نیاز به ارتقاء یا ایجاد محیط جدید دارند. اندازه پارامتر مهمی در ملاحظات پایایی معمول است به این معنی که، به عنوان مثال، گیاهان نسل بزرگ بیشتر از آنهایی که کوچک هستند، تاثیر می گذارند.
