Risk management for overseas construction projects

ABSTRACT

Contracting overseas construction projects is usually considered a ‘high risk business’, mostly because of a lack of adequate overseas  environmental information and overseas construction experience. Similar construction projects may have totally different risk characteristics in different regions. It is difficult for a newcomer to identify new risks in a new environment. It is more difficult to assess these risks and the subtle impact of relationships among them. On the one hand, ignoring these risks is irresponsible, and unrealistic decisions will result. On the other hand, identifying and assessing all the new risks and their relationships is a very complicated, time-consuming and expensive process. This process is almost impossible for the majority of projects, especially when there are inadequate amounts of information and time. When such a complex scenario is faced, identifying and controlling these vital risk factors in overseas projects becomes extremely important. In this paper, a method of managing various risks for overseas construction projects is developed. How to effectively identify the vital risks in overseas projects is discussed. A useful risk assessment technique is introduced which combines risk probability analysis with risk impact assessment. Vital risk response techniques for overseas projects are also illustrated by a case study from China.

INTRODUCTION

The risks in a construction project may be derived from two sources. The first consists of the environmental impacts, which are called external risks. The second consists of the uncertainties existing in the project itself, which are called internal risks. Overseas construction projects have more uncertainties, especially in terms of external risks, mainly because of the large size of projects and the international issues involved. For example, the fluctuations in the macroeconomy and the government policies in a country may have a substantial impact on its international construction projects. Every construction activity in overseas construction projects, particularly large projects, attracts risk in some respect. Risk management then becomes more complicated and crucial for overseas construction projects. In particular, in a situation such as the  precontracting stage, in which there are numerous uncertainties that should be considered but there is not currently enough detailed information available, identifying the vital risks in a new environment is extremely important.

چکیده

پروژه های ساختمانی متعاهد در خارج از کشور معمولا “یک کسب و کار با ریسک بالا” محسوب می شود، عمدتا به علت فقدان اطلاعات زیست محیطی در خارج از کشور و تجربه ساخت و ساز در خارج از کشور. پروژه های ساختمانی مشابه ممکن است ویژگی های خطر کاملا متفاوت در مناطق مختلف داشته باشند. برای تازه واردین برای شناسایی خطرات جدید در یک محیط جدید دشوار است. ارزیابی این خطرات و تاثیرات ظریف روابط میان آنها دشوار است. از یک طرف، نادیده گرفتن این خطرات غیر مسئولانه است و تصمیمات غیرواقعی حاصل خواهد شد. از سوی دیگر، شناسایی و ارزیابی تمام خطرات جدید و روابط آنها فرایند بسیار پیچیده، وقت گیر و گران قیمت است. این فرآیند برای اکثریت پروژه ها تقریبا غیرممکن است، به خصوص زمانی که مقدار ناکافی اطلاعات و زمان وجود دارد. هنگامی که چنین سناریوی پیچیده ای روبرو می شود، شناسایی و کنترل این عوامل حیاتی در پروژه های خارج از کشور بسیار مهم می شود. در این مقاله، یک روش مدیریت خطرات مختلف برای پروژه های ساخت و ساز در خارج از کشور توسعه یافته است. چگونه می توان به طور مؤثر خطرات حیاتی در پروژه های خارج از کشور را شناسایی کرد. یک روش ارزیابی ریسک مفید معرفی شده است که تجزیه و تحلیل احتمال خطر را با ارزیابی تاثیرات خطر ترکیب می کند. تکنیک های واکنش خطر ساز برای پروژه های خارج از کشور نیز با مطالعه موردی از چین نشان داده شده است.

مقدمه

خطرات در یک پروژه ساختمانی ممکن است از دو منبع مشتق شده باشد. اولین اثر متشکل از اثرات زیست محیطی است که خطرات خارجی نامیده می شود. دوم شامل عدم اطمینان موجود در پروژه است که خطرات داخلی نامیده می شود. پروژه های ساخت و ساز در خارج از کشور، به ویژه از لحاظ خطرات خارجی، به دلیل اندازه بزرگ پروژه ها و مسائل بین المللی درگیر است. به عنوان مثال، نوسانات اقتصاد کلان و سیاست های دولتی در یک کشور ممکن است تاثیر قابل توجهی در پروژه های ساخت و ساز بین المللی خود داشته باشد. هر فعالیت ساختمانی در پروژه های ساخت و ساز در خارج از کشور، به ویژه پروژه های بزرگ، برخی از احتیاجات را به خطر می اندازد. سپس مدیریت ریسک برای پروژه های ساخت و ساز در خارج از کشور پیچیده تر می شود. به طور خاص، در یک وضعیت مانند مرحله پیش قرارداد، که در آن عدم اطمینان های زیادی وجود دارد که باید مورد توجه قرار گیرد، اما اطلاعات موجود در حال حاضر به اندازه کافی در دسترس نیست، شناسایی خطرات حیاتی در یک محیط جدید بسیار مهم است.
