Water accounting for stressed river basins based on water resources management models

ABSTRACT

Water planning and the Integrated Water Resources Management (IWRM) represent the best way to help decision makers to identify and  choose the most adequate alternatives among other possible ones. The System of Environmental-Economic Accounting for Water (SEEA-W) is displayed as a tool for the building of water balances in a river basin, providing a standard approach to achieve comparability of the results  between different territories. The target of this paper is to present the building up of a tool that enables the combined use of hydrological  models and water resources models to fill in the SEEA-W tables. At every step of the modelling chain, we are capable to build the asset  accounts and the physical water supply and use tables according to SEEA-W approach along with an estimation of the water services costs.  The case study is the Jucar River Basin District (RBD), located in the eastern part of the Iberian Peninsula in Spain which as in other many  Mediterranean basins is currently water-stressed. To guide this work we have used PATRICAL model in combination with AQUATOOL Decision Support System (DSS). The results indicate that for the average year the total use of water in the district amounts to 15,143 hm3/year, being the Total Water Renewable Water Resources 3909 hm3/year. On the other hand, the water service costs in Jucar RBD amounts to 1634  million € per year at constant 2012 prices. It is noteworthy that 9% of these costs correspond to non-conventional resources, such as  desalinated water, reused water and water transferred from other regions .

INTRODUCTION

The EU Water Framework Directive (WFD) (EP European Parliament, 2000) establishes a framework for the Community action in the field of water policy. Among its main objectives highlights the scope of water protection to all waters in order to achieve their “good status”, a water management based on river basins, the implementation of pricing policies or the promotion of public participation. For the purpose of improving the implementation and integration of water policy objectives into other policy areas, the Blueprint to Safeguard Europe’s water resources (EC (European Commission), 2012) aims to facilitate the WFD Common Implementation Strategy (CIS).

برنامه ریزی آب و مدیریت منابع جامع منابع آب (IWRM) بهترین راه برای کمک به تصمیم گیرندگان برای شناسایی و انتخاب مناسب ترین گزینه ها در میان سایر موارد ممکن است. سیستم حسابداری زیست محیطی برای آب (SEEA-W) به عنوان ابزاری برای ایجاد تعادل آب در یک حوضه رودخانه ای نمایش داده می شود و روشی استاندارد برای دستیابی به مقایسه نتایج بین سرزمین های مختلف ارائه می شود. هدف این مقاله ارائه ساخت ابزار است که امکان استفاده ترکیبی از مدل های هیدرولوژیکی و مدل های منابع آب را برای پر کردن جداول SEEA-W فراهم می کند. در هر مرحله از زنجیره مدل سازی، ما قادر به ساخت حساب های دارایی و تامین آب فیزیکی و استفاده از جداول با توجه به روش SEEA-W همراه با برآورد هزینه های خدمات آب است. مطالعه موردی حوزه رودخانه جوکار (RBD) است که در قسمت شرقی شبه جزیره ایبرین در اسپانیا واقع شده است که در حال حاضر در بسیاری از حوضه های بسیاری از دریای مدیترانه، آب تحت فشار است. برای هدایت این کار، از مدل PATRICAL در ترکیب با سیستم پشتیبانی تصمیم گیری AQUATOOL (DSS) استفاده شده است. نتایج نشان می دهد که برای سال میانگین کل مصرف آب در منطقه به میزان 15،143 مترمکعب در سال است که مجموع منابع آب قابل احتراق آب 3909 مترمکعب در سال است. از سوی دیگر، هزینه خدمات آب در RBD جوکار مبلغ 1634 میلیون یورو در سال در قیمت ثابت سال 2012 است. قابل توجه است که 9 درصد از این هزینه ها مربوط به منابع غیر متعارف، مانند آب نمک زدایی، استفاده مجدد آب و آب از سایر مناطق است.

مقدمه

دستورالعمل چارچوب آب اتحادیه اروپا (WFD) (EP پارلمان اروپا، 2000) چارچوبی برای اقدامات جامعه در زمینه سیاست آب ایجاد می کند. در میان اهداف اصلی آن حوزه حفاظت از آب برای همه آب ها به منظور دستیابی به وضعیت “خوب” خود، مدیریت آب بر اساس حوضه های رودخانه، اجرای سیاست های قیمت گذاری و یا ارتقاء مشارکت عمومی است. به منظور بهبود پیاده سازی و ادغام اهداف سیاست آب در سایر حوزه های سیاست، طرح حفاظت از منابع آب اروپا (EC) (کمسیون اروپا)، 2012) هدف از تسهیل در ایجاد استراتیژی مشترک مشترک WFD (CIS) است.
