New development: Lean Thinking in smart cities

ABSTRACT

The smart city concept lacks a set of coherent criteria for evaluating its effectiveness as an urban management system, its compatibility with human rights principles, and its contribution to a emocratic, participatory, social urban regime. The author explains why Lean Thinking principles can be applied to evaluate the ‘smartness’ of cities and serve as guidelines for improvement.

INTRODUCTION

A smart city is a city that employs an array of information technologies for its urban management. These technologies gather, disperse, and use information to control different facilities and to facilitate communication and co-operation between its citizens. The smart city concept, however, lacks a set of coherent criteria for the evaluation of its effectiveness as an urban management system, of its compatibility with human rights principles, and of its contribution to a democratic, participatory, social  urban regime. A clear set of criteria would also provide an aspiring smart city with practical guidelines and/or a roadmap to help it achieve its goals. Lean Thinking is a method of designing, performing, and continuously improving the work process to produce better value for all stakeholders. The method is  widely used by information and service organizations in both the private and public sectors. This article shows that Lean Thinking principles can be applied to evaluate the performance of smart cities, and  may serve asa practical management approach towards achieving smart city goals.

چکیده

مفهوم شهر هوشمند دارای معیارهای منسجم برای ارزیابی اثربخشی آن به عنوان یک سیستم مدیریت شهری، سازگاری آن با اصول حقوق بشر و سهم آن در رژیم شهروندی، مشارکتی، اجتماعی شهری است. نویسنده توضیح می دهد که چرا اصول تفکر ناب را می توان برای ارزیابی “هوشمندانه” شهرها و به عنوان راهنمایی برای بهبود به کار برد.

مقدمه

یک شهر هوشمند، یک شهر است که از طیف وسیعی از فناوری های اطلاعاتی برای مدیریت شهری استفاده می کند. این فناوری ها برای کنترل امکانات مختلف و تسهیل ارتباط و همکاری میان شهروندان خود، اطلاعات را جمع آوری، پراکنده و استفاده می کنند. مفهوم شهر هوشمند، با این حال، مجموعه ای از معیارهای یکپارچه برای ارزیابی اثربخشی آن به عنوان یک سیستم مدیریت شهری، سازگاری آن با اصول حقوق بشر و سهم آن در یک رژیم دموکراتیک، مشارکتی و اجتماعی شهری ندارد. یک مجموعه واضح معیارها همچنین می تواند یک شهر هوشمند ممتاز با دستورالعمل های عملی و یا یک نقشه راه برای کمک به دستیابی به اهداف آن باشد. Thinking Lean یک روش طراحی، انجام و به طور مداوم بهبود فرایند کار برای تولید ارزش بهتر برای همه ذینفعان است. این روش به طور گسترده ای توسط سازمان های اطلاعاتی و خدماتی در بخش خصوصی و عمومی مورد استفاده قرار می گیرد. این مقاله نشان می دهد که اصول تفکر ناب را می توان برای ارزیابی عملکرد شهر های هوشمند مورد استفاده قرار داد و ممکن است در جهت دستیابی به اهداف شهر هوشمند به کار گرفته شود.
