چکیده
گستردگی عرصه های طبیعی و کمبود نیروی انسانی موجب شده است که سازمان جنگلها، مراتع و آبخیزداری کشور به عنوان مراجع و متولیان اصلی حفاظت از این عرصه ها، نتوانند به خوبی در تمام حوزه ها اثرگذاری مقتدارانه داشته باشند. این اتفاق موجب شده است تا مردم به صورت خودجوش برای تأمین نیازهای خود با تشکیل و پیوستن به سازمانهای مردمنهاد (تشکلهای مردمی یا سمنها) اقدام نمایند. در این راستا، سازمانهای مردم نهاد به عنوان مجامعی برآمده از دل مردم به صورت خودجوش و دارای هدفی مشترک و خیرخواهانه با گرایش های غیرسیاسی، غیردولتی و غیرانتفاعی می– توانند نقشهای مهم و اساسی را در حفاظت و استفادۀ اصولی از منابع طبیعی ایفا نمایند. به طور کلی سازمانهای مردمنهاد میتوانند از طریق ترویج فرهنگ منابع طبیعی، آموزش و آگاهی دادن به مردم و اجرای برنامه های نمادین در بین جوامع مختلف، نقش اساسی در توسعه پایدار منابع طبیعی و مدیریت حاکمیتی منابع طبیعی داشته باشد. از طرف دیگر، سازمانهای مردم نهاد با جهت گیری منفی و یا مقابله ای به ایفای نقش های خود در مدیریت منابع طبیعی پرداخته و تلاش میکنند به عنوان نمایندۀ جمعی از مردم، دولتمردان در مسیر اهداف خود حرکت نمایند. در همین راستا، تحقیق حاضر نیز به دنبال تحلیل جایگاه سازمانهای مردمنهاد در مدیریت حاکمیتی منابع طبیعی بوده و سعی دارد راهبردهای مشارکتی این تشکلها را از طریق مطالعات کتابخانه ای و اسناد و مدارک موجود و همچنین نتایج تحقیقات انجام گرفته در حوزه های مختلف تشریح نماید. با توجه به سیاستهای مشارکتی سازمان جنگلها، مراتع و آبخیزداری کشور، نتایج تحقیق پیشرو میتواند گامی مؤثر در به ثمر رساندن برنامه ها و اهداف از پیش تعیین شده در جهت توسعه فرهنگ منابع طبیعی باشد.
مقدمه
اصطلاح NGOsکوتاه شده «سازمانهای غیردولتی » است، که هم اکنون معادل «سازمان داوطلبانه خصوصی» مصطلح شده و به تشکلها، انجمنها، کانونها و نهادهای مردمی آزاد گفته میشود. هر چند سازمانهای غیردولتی از اوان ظهور و بروز خود در پس از جنگ جهانی اول بر کمکرسانی به فقرا و امور خیریه متمرکز شده اند؛ با این حال در سالهای پایانی قرن بیستم که با وقوع پدیده هایی نظیر تغییر در پارادایم توسعه و جغرافیای قدرت و بحران ناکارآمدی دولتها و پدیده جهانی شدن همراه شده بود، این سازمانها قدر و منزلت ویژه ای یافتند و نقش های مهمی را در سطوح ملی و بین المللی و به خصوص در اصلاح ساختار اداره امور عمومی و در تعامل با دولتها بر عهده گرفتند، به گونه ای که از سوی دبیر کل سازمان ملل، سده نخست هزاره سوم میلادی، قرن سازمان های غیردولتی نامیده شد.
ABSTRACT
The wide range of natural areas and shortages of manpower has led the Forestry, Rangeland and Watershed Organization of the country, as the main sponsors of the protection of these areas, to be ineffective in all areas. This has led people to spontaneously meet their needs by forming and joining non-governmental organizations (popular organizations or Samians). In this regard, NGOs, as volunteers from a people’s mind, spontaneously and with a charitable purpose with non-political, non-governmental, and nonprofit tendencies, can play important roles in the conservation and proper use of natural resources. In general, NGOs can play a key role in sustainable development of natural resources and governance of natural resources by promoting the culture of natural resources, educating and informing people, and implementing symbolic programs among different communities. On the other hand, NGOs, with a negative orientation or counterweight, play their roles in managing natural resources, and try to act as a representative of a group of people, statesmen on their own path. In this regard, the present research also seeks to analyze the position of NGOs in the governance of natural resources management and seeks to outline the participatory strategies of these organizations through library studies and existing documents as well as the results of research carried out in different areas. Based on the participatory policies of the forestry, rangeland and watershed organization of the country, the results of the research can be an effective step in the achievement of predetermined plans and goals for the development of natural resources culture.
INTRODUCTION
The term NGOs is short for “NGOs,” which are now equivalent to “private voluntary organizations” and are referred to as free associations, communities, and free public institutions.
