چکیده
توجه فزاینده سازمانها و دولتها به تجارت الکترونیک، ناشی از اهمیت و میزان تاثیر قابل انتظاری است که هم بر محیط عمومی همه سازمانها (به طورعام) و هم بر فعالیتهای مختلف سازمانها (به طور خاص) می گذارد. در کشورهای پیشرفته و تازه صنعتی شده جهان، استفاده از تجارت الکترونیک به لحاظ مزایای آن روز به روز گسترش می یابد، اما کشورهای درحال توسعه را با مشکلات مختلفی مواجه می سازد. تجارت الکترونیک، تغییراتی بنیادین در معاملات تجاری، قوانین و مقررات بازار، محیط رقابتی بازار و… پدید آورده است. فنآوری اطلاعات زمانی حلال مشکلات خواهد بود که در خدمت توسعه و پرورش انسانها قرار گرفته و قابلیتهای انسانی باهم تلفیق و به توسعه و بهره‌وری منجر گردد . مدیران ارشد سازمان تأثیر قابل توجهی را که فناوری اطلاعات می‌تواند روی موفقیت سازمان داشته باشد، درک کرده‌اند.
مقدمه
رشد سریع فناوری اطلاعات و گسترش حوزه های اثرگذاری آن در تمام شئونات زندگی انسان، فضای ابهام آمیزی را پیش روی متفکران علوم انسانی قرار داده است. سرعت تحولات به گونه ای بوده است که متفکران غربی نیز متحیرانه به آن می نگرند و سعی در ارزیابی و دیدبانی حدود اثرگذاری آن دارند. تاثیرات این فناوری در حوزه تجارت و اقتصاد، شکوفایی و رونق غیرقابل وصفی به تعاملات شرکتها و معاملات مالی جهانی بخشیده است. فناوری اطلاعات، روش کارکرد افراد، سازمانها و دولتها را دگرگون کرده و امور اقتصادی و اجتماعی را تغییر داده است. در بعد اقتصادی «اهمیت دستیابی سریع به اطلاعات صحیح» کلید پیروزی در عرصه رقابت جهانی محسوب می شود. فناوری اطلاعات به عنوان ابزاری برای ایجاد ارزش درفعالیتهای تجاری نقشهای مهمی به عهده گرفته است. سازمانها نیاز دارند که به سمت فرایندگرایی حرکت کنند و آنچه که به سازمانها در این راه کمک کرده، آنها را پشتیبانی می‌کند فناوری اطلاعات است.به گفته «بارلی»، « موفقیت در آینده – به احتمال زیاد – وابسته به استفاده از دانش فنی و علمی ، مدیریت اطلاعات و فراهم کردن خدمات بهتر است . آینده ، بیشتر وام گیر مغز است تا ماهیچه.

ABSTRACT
The increasing attention of organizations and governments to e-commerce is due to the importance and expected impact that it has on both the public environment of all organizations (in general) and the various activities of organizations (in particular). In the advanced and newly industrialized countries of the world, the benefits of e-commerce are expanding day by day, but developing countries face many problems. E-commerce has brought about fundamental changes in business transactions, market rules, competitive market environments, and so on. Information technology will be a problem solver when it comes to human development and human capabilities combined and leading to productivity and development. Senior executives at the organization have understood the significant impact that information technology can have on an organization’s success.
INTRODUCTION
The rapid growth of information technology and the expansion of its spheres of influence across all facets of human life have left ambiguous space for humanities thinkers. The pace of change has been so widespread that Western thinkers have tried to assess and measure its effectiveness. The impacts of this technology in the area of business and economics have given rise to unprecedented prosperity and interactions between companies and global financial transactions. Information technology has changed the way individuals, organizations, and governments operate and has changed economic and social affairs. In the economic dimension, “the importance of quickly accessing the right information” is the key to victory in the global competition. Information technology has played an important role as a tool for creating value in business activities. Organizations need to move towards process orientation, and what has helped organizations in this way is IT support. According to Barley, “future success – most likely – depends on the use of technical knowledge and Scientific, information management and providing better services. The future is more borrowing the brain than the muscle.
