چکیده
رعايت ايمني به منظور حفاظت و صيانــت از نيــروي انســاني و تجهيــزات، هــم براي پرســنل كارفرمــا و هم بــراى پيمانكاران امري ضروري اســت. با توجه به اين كه عمليات حفاري با احتمال روبه رويى با لايه هاي پرفشار نفت و گاز همراه است، بنابراين رعايت مــوارد ايمنــي در ايــن عمليات اهميــت ويــژه اي دارد. در حال حاضر شــغل حفــاري، به خاطر حــوادث زيادي كــه در آن روى مى دهد، يكي از مشاغل خطرناك دنيا مى باشــد. ادارات 3HSEكه ناظر عمليات حفاري هستند، با تدوين برنامه هاي ايمني، بهداشت و محيط زيست يا ،HSE Plan بر كليه مســايل مربوطه نظارت مى كنند. برخي از موارد مد نظر در تدوين اين برنامه به شرح ذيل است: 1) بازرســي دوره اي و اتفاقي ايمني دســتگاه هاي حفــاري، كارگاه هــا، تأسيسات، انبارها و … 2) نظــارت ايمني بــر انجام عمليات جابه جايي دســتگاه هاي حفاري در خشكي و دريا. 3) نظــارت ايمني بــر انجام عمليات درون و برون چاهي 4) نظارت ايمني بر پروژه هاي بازسازي دستگاه هاي حفاري در خشكي و دريا و ارايه پيشنهادات و توصيه هاي لازم 5) ارايه آموزش هــاي ايمني از قبيل چگونگــى اســتفاده از دســتگاه هاي تنفسي، پيشــگيري از مسموميت با گاز ،H2Sچگونگى اســتفاده از انواع خاموش كننده ها، آشنايي با مجوز هاي كار گرم و سرد، ايمني در جوشكاري و … 6)حضور در صحنه حــوادث و تهيه گــزارش حادثــه و ارايــه راه كارهاي پيشــگيرانه براي جلوگيــري از وقوع مجدد حوادث 7) مديريت ريسك در تأسيسات حفاري 8) صــدور انــواع مجوزهــاي كاري يا ،4 PTWبراى كار گرم و سرد، كار در ارتفاع، ورود به مخازن سربســته، كار با مواد راديواكتيو و … 9) آگاه نمودن پرســنل در خصوص هشــدارهاي ايمني با نصب پوسترها، تابلوها، انتشار بروشورها و .. 10) تجزيــه و تحليل ايمنــي كار در عمليات حفــاري و خدمات جانبي آن 6 JSAيا 11) تهيــه برگه هــاي ايمنــي مــواد يا 5MSDS.
