استفاده از مدلی ابتکاری جهت مدیریت ریسک

چکیده

مديريت ريسك يكي از ابزارهاي سياست گذاري مديريت در هر سازمان مي باشد كه با استفاده از بررسي و ارزيابي ريسك هاي موجود در سيستم و با هدف جلوگيري از وقوع شرايط نامطلوب و يا كاهش اثرات عوامل خطرزا به وجود آمده است و مورد استفاده قرارمي گيرد. اين ابزار به صورت گسترده در سرمايه گذاري ها، مديريت پروژه و غيره كاربرد پيدا كرده است . فرآيند استفاده از اين تكنيك در ايمني سيستم ها شامل تعيين ريسك، تعيين عوامل ايجادكننده ريسك، بررسي و ارزيابي ريسك و اقدام در جهت كنترل ريسك هاي موجود مي باشد. در اين پژوهش ابتدا به شناسايي روش هاي مديريت ريسك پرداخته و سپس با تحليل روش هاي موجود شامل ،، روشي ابتكاري بهبود الگوي PMBOK به كمك ادغام با FMEA طراحي نموده ايم كه با تمركز بر معيارهاي كمي و كيفي و ورودي و خروجي هاي حوزه هاي پروژه، به همراه اولويت دهي براي پيش بيني خطرات پروژه ها، پيشنهاد داده شده است كه در نهايت به تحليل و قوت ها و ضعف هاي آن پرداخته و در ادامه به تحليل پروژه انرژي باد در سيستان و بلوچستان، به عنوان مطالعه موردي پرداخته ايم.

مقدمه

امروزه در دنيا از روش هاي مختلفي جهت مديريت ريسك استفاده شده است و قدمت اين روش ها به قدمت پيدايش ريسك باز مي گردد، از جايي كه شناسايي ريسك ها، چالشي جديد را پيش روي محققان و بشريت قرار داد تا تلاش براي دستيابي به راهكارهاي مرتفع سازي ريسك ها آغاز گردد. در اين بين، چگونگي ارائه راهكارها به علمي تخصصي نياز داشت كه در آن، راهكارهاي روشمند و اساسي علمي كمي و كيفي ارائه گردد تا بتوان از نتايج حاصله به عنوان روشي علمي ياد نمود، كه اين علم جديد را مديريت ريسك مي نامند. در اين تحقيق، روش هاي مختلف كمي و كيفي مديريت ريسك مطروحه در  سرتاسر جهان را بررسي نموديم تا پيشينه اين روش ها و تحقيقات صورت گرفته را وارسي نماييم و سپس با كمك نتايج حاصل از اين روش ها، روشي ابتكاري را ارائه كنيم و به كمك اين روش ابتكاري، توان بادي سيستان و بلوچستان را مورد ارزيابي قرار دهيم تا بدين وسيله، علاوه بر صحه گذاري بر روش جديد، بتوانيم توان بادي سيستان و بلوچستان را واكاوي نماييم و در بهبود و تسريع امر بومي سازي انرژي هاي نو و استفاده از پتانسيل هاي داخلي كشور، در راستاي فرمايشات رهبر معظم انقلاب اسلامي جهت توليد ملي و افزايش بازدهي اقتصادي، گامي هدفمند و قابل ارائه برداريم.

ABSTRACT

Risk management is one of the management policy tools in any organization that is created and used by reviewing and evaluating the risks in the system with the aim of preventing undesirable conditions from occurring or reducing the effects of risk factors. This tool is widely used in investments, project management and so on. The process of applying this technique to systems safety involves identifying risk, identifying risk factors, assessing and assessing risk, and taking action to control existing risks. In this study, we first identify the risk management methods and then, by analyzing the existing methods, we develop an innovative PMBOK model improvement method by integrating with FMEA, focusing on quantitative and qualitative criteria, inputs and outputs of project areas. In addition to prioritizing project risks, it is suggested that we finally analyze its strengths and weaknesses and then analyze the wind energy project in Sistan and Baluchistan as a case study.

INTRODUCTION

Today, there are many different ways of managing risk in the world, dating back to the advent of risk, where the identification of risks posed a new challenge to researchers and humanity in trying to achieve high-quality solutions. Start building risks. In the meantime, how to present a solution requires specialized science in which to present quantitative and qualitative scientific methodological approaches in order to refer to the results as a scientific method, which is called new risk management. In this research, we have studied various quantitative and qualitative methods of risk management around the world, to review the background of these methods and researches, and then to present an innovative method with the help of the results of these methods. This innovative method will evaluate the wind power of Sistan and Baluchistan so that, besides validating the new method, we can analyze the wind power of Sistan and Baluchistan and improve and accelerate the localization of new energies and the use of potential. Of the interior of the country, in line with the Supreme Leader’s proclamations for national production and increasing the efficiency of the economy The step of providing targeted survey.
