A new public administration movement is emerging to move beyond traditional public administration and New Public Management .Te new movement is a response to the challenges of a networked, multi-sector, no-one-wholly-in-charge world and to the shortcomings of previous public administration approaches. In the new approach values beyond efficiency and effectiveness—and especially democratic values—are prominent . Government has a special role to play as a guarantor of public values, but citizens as well as businesses and nonprofit organizations also are important as active public problem solvers. Te article highlights value-related issues in the new approach and presents an agenda for research and action to be pursued if the new approach is to fulfill its promise.

Programme management for public budgeting and fiscal policy

The implementation of programme-targeted method in the budget process in Ukraine demonstrates the difference between public administration using programs (budget programs) and based on programme management. The budget program has the structure of a programme document, but the content corresponds to the reformatting line-item budget. There are two main problems of application of the programme management methodology in fiscal policy: a sequence of programme objectives and heterogeneity of time. For fiscal policy the selection and distribution of programme objectives (results, effects) in space and time is a key component of management. Despite the complexity and uncertainty of any calculation of the programme product cost should take into account that the sequence of the outcomes affects the total programme result. In this context, the choice of performance, productivity and efficiency indicators based on different time of occurrence and characteristics of the result, product and effect of the financial instruments use to govern financial mechanism as part of the programme management .Results should be evaluated on the ability to become a product that takes effect. The effect of the financial tools application is spaced in time from the result. Efficiency should not be understood as a ratio, but as the correlation with the anticipated cost (value) remote effect, which does not coincide with the result of the programme delivered on time.

Standardization and Adaptation of International Marketing Mix Activities: A Case Study

Despite increasing importance of international marketing for firms to survive and continue to prosper as well as increase their profitability in a rapidly changing environment, researchers pay more attention to domestic knowledge issues rather than international marketing. However; several factors (i.e. economies of scale, competitive strike, government incentives etc…) lead firms to international markets. In this context, all marketing activities in domestic level are undergoing a transformation to become international. Such that, the concept of marketing mix has become one of the key focus areas in international marketing research, practice and thought. In this study, we examined international marketing mix activities by conducting a descriptive holistic case study. We found three main findings. First, price and place elements of marketing mix are the most adapted elements. Second, while the product concept, colour and packet in product mix are adapted, the label and brand name are standardized. Third, promotion element of marketing mix is the most standardized element.

The chest wall represents the outer covering of the chest and shelters the organs inside the thorax. Due to its mobility and the wall structure, which is comparable to a cage, it plays an active role in the function of breathing when the intrathoracic volume is changed. During inspiration the volume increases and during expiration it decreases, therefore generating a negative or a positive pressure respectively. According to the law of Boyle-Mariotte, gases move constantly as a result of pressure and volume. The chest wall is construced as a cage with variable rods .The spaces within the rods are the intercostal spaces. This space has to be air tight, robust in regards to pressure, while also being adequately mobile for ventilation. This is possible with the help of the pleural space which is created by two sheets of pleura, the parietal and visceral layers. The pleural space allows the lung to slide during inspiration and expiration, keeping the lung expanded due to adhesive forces.

Morbid obesity is becoming a serious public health problem worldwide. In Asian countries, the prevalence has increased many times over in the past few decades. Bariatric surgery has been shown to be the most effective treatment for these patients. The primary goal of bariatric surgery is to reduce the body weight or the body mass index (BMI). However, it is increasingly recognized that this surgery can also help several medical comorbidities associated with obesity such as type 2 diabetes mellitus (T2DM), dyslipidemia, obstructive sleep apnea etc. linical guidelines for bariatric surgery were frst suggested by the NIH (National Institutes of Health) in 1991 and over the past few decades, there have been many modifcations introduced by many national and international societies. BMI cutoff points and co-morbidities are commonly used to defne the indications for bariatric surgery. According to the world health organization (WHO) criteria, BMI cutoffs for obesity in Asian population are lower than the Western countries because obesity associated health risks tend to occur at a lower threshold of BMI in Asians . This aim of this chapter was to review the indications for bariatric surgery from many guidelines worldwide, especially in Asian countries.
