استفاده هم زمان از مدیریت ریسک و مهندسی ارزش در پروژه های عمرانی و تاثیر آن بر زمان بهره برداری مطالعه موردی پروژه مهار سیلاب

چکیده

مدیریت ارزش یک روش سازمان یافته براي دستیابی به ارزش موردنظر کارفرما است ومیزان کسب اهداف و خواسته ها با ایجاد رضایت مشخصی از اهداف پروژه و چگونگی رسیدن به آنها می باشد.درحالیکه مدیریت ریسک درباره ارزیابی و انتخاب استراتژي ها براي حفظ عدم اطمینان ها و ریسک هاي پروژه درسطح رواداري هایی براي کارفرما و سهامداران آن است که بازگشت سرمایه ایجادشده را بیشینه کند. ترکیب ارزش وریسک درساخت، یک ابزار جامع براي کمک به کارفرمایان ومتخصصان پروژه است تامدیریت ارزش،مهندسی ارزش و مدیریت ریسک در جریان، مفهوم ابتدایی پروژه پیشنهادي را به نتایج موفقیت آمیزي برساند. همچنین بکارگیري مدیریت ریسک در مراحل کارگاه مهندسی ارزش از فعالیت هاي پیش کارگاه،تحلیل کارکرد، توفان فکري تا مراحل پس کارگاه بتواند جهت کاهش ریسکها و افزایش ارزش پروژه مفیدو موثر واقع شود ترکیب ارزش وریسک نشان دهنده این است که کارفرمایان بتوانند مدیریت ریسک ها و عدم  اطمینان هاي پروژه را براي کسب ارزش افزوده در پروژه قابل استفاده کنند تادرزمان و هزینه صرفه جویی گردد یعنی  اي هیچگونه ابهام و برگشتی به قبل در طول پروژه باقی نگذارند،در عین حال ازهزینه هاي غیر ضروري نیزبکاهند. در این تحقیق به بررسی مهندسی ارزش و مدیریت ریسک پرداخته شده، پس از شناسایی قابلیتها و ضعف هاي دو تکنیک مدیریتی،ضرورت هاي تلفیق آنها بررسی شده و روش جدیدي براي تحلیل موازي ارزش و ریسک در کارگاه ارزش پروژه موردي “خور غربی” بوسیله محاسبه شاخص ریسک،شاخص ارزش و ترکیب این پارامترها درقالب شاخص ارزش  اصلاحی نشان داده شده است.تعدادي مطالعه موردي نیز دراین زمینه معرفی شده است.

مقدمه

این مطالعات با هدف استفاده از پتانسیل هاي بهبود در طرح کنترل، مهار و هدایت سیلاب در منطقه خورغربی بندري  شهید رجایی صورت پذیرفته گرفت. بدین منظور کارگروه مطالعات مهندسی ارزش سازمان بنادر و دریانوردي و شرکت آبراه سازه شرق مشاور و شرکت مهندسی سامان گستر شریف مشاور ارزش پروژه عهده دار این امر گردیدند. برنامه کار مطالعه مهندسی ارزش خورغربی، بر مبناي یک فرآیند سیستماتیک و یک چارچوب کار جهت انجام تمام فعالیت هاي ضروري مطالعه ارزش تعریف شده است. اجراي دقیق این برنامه موجب دستیابی به پرارزشترین گزینه خواهد شد. سپس با استفاده از مطالعات ارزش به آنالیز مدیریت ریسک طرح و نیز تلفیق آن در فاز ارزیابی و توسعه مهندسی ارزش پرداخته شد.

ABSTRACT

Value management is an organized method for achieving the desired value of the employer, and is to achieve goals and desires by providing a certain degree of satisfaction with the objectives of the project and how to achieve them. While risk management is about the assessment and selection of strategies to maintain uncertainty and risk The project is at the level of tolerance for the employer and its shareholders to maximize the return on capital generated. Combining the value and value of the project, a comprehensive tool for helping employers and project professionals, achieving value, value engineering and risk management in the process, will deliver the initial concept of the proposed project to successful outcomes. Also, the use of risk management in the stages of the workshop of value engineering from workshop activities, performance analysis, storm to post-workshop steps can be useful to reduce the risks and increase the value of the project. The combination of value and risk means that employers can manage risks and Lack of Project assurances can be used to create added value in the project, saving costs and costs, ie, leaving no ambiguity and returning to the project during the project, while also offsetting unnecessary costs. In this research, we examine the value engineering and risk management, after identifying the capabilities and weaknesses of the two management techniques, the necessities of their integration were investigated and a new method for parallel analysis of value and risk in the workshop of the value of the case project of the “West Coast” was calculated by calculating Risk index, value index and combination of these parameters are shown as a corrective value index. A number of case studies have been introduced in this regard.

INTRODUCTION

These studies have been carried out with the aim of using the potential for improvement in the control, containment and flood control plan in the Khorrabiri region of Shahid Rajaee port. To this end, the task force of the Engineering Studies Organization of the Ports and Maritime Organization and the Water Supply Company of Sazeh-e Ost Consulting and Saman Gostar Sharif Engineering Co. are responsible for the value of the project. The curriculum engineering work program is defined on the basis of a systematic process and a working framework for all necessary activities of value study. The precise execution of this program will bring you the most valuable option. Then, using value studies, the risk management analysis of the project and its integration into the assessment and development phase of the value were considered.
