چکیده
در مسأله مديريت كيفي رودخانه ها، معمولاً تصميم گيرندگان و تأثير پذيرندگان متعددي با مطلوبيت هاي متفاوت وجود دارند. يكي از مسائل مهم در بحث مديريت كيفيت آب رودخانه ها، تدوين سياست هايي است كه ذينفعان در آن مورد توافق پايداري داشته باشند. يكي از راه هاي موجود در اين زمينه، مدلسازي فرايند چانه زني بين تخليه كنندگان بار آلودگي و سازمان حفاظت محيط زيست، براي استفاده مناسب از ظرفيت پذيرش بار آلودگي رودخانه است. بازي هاي تكاملي ميتوانند يك فرايند طبيعي چانه زني را مدلسازي كنند و استراتژي هاي تكاملي پايدار را به دست دهند. در اين مقاله، با استفاده از تئوري بازي هاي تكاملي، مدلي براي مديريت كيفيت آب سيستم هاي رودخانه اي پيشنهاد شده است. مدل پيشنهادي، با درنظر گرفتن ميزان خودپالايي رودخانه و چگونگي پخش و انتقال آلاينده ها، به كمك يك روش بهينه سازي، سياست هاي تصفيه پايدار تخليه كنندگان بار آلودگي را ارائه ميدهد. در اين مقاله، توابع جريمه دو متغيره براي تخطي از استانداردهاي كيفيت آب پيشنهاد شده اند كه امكان در نظر گرفتن همزمان تخطي غلظت اكسيژن محلول (DO) و غلظت اكسيژن مورد نياز بيولوژيكي (BOD) را فراهم ميآورند. همچنين، براي ارضاي قيد استاندارد كيفيت آب رودخانه، پارامتر جديدي به نام ضريب افزايشي براي توابع جريمه معرفي شده است. كارايي مدل و تابع جريمه پيشنهادي با استفاده از اطلاعات يك سيستم رودخانه اي با سه تخليه كننده بار آلودگي، ارزيابي شده است. نتايج اين تحقيق، نشان دهنده كارايي مناسب مدل پيشنهادي در مديريت كيفي رودخانه ها است.
مقدمه
در بحث مديريت كيفي رودخانه ها، تدوين سياست هايي كه ذينفعان در مورد آنها توافق پايداري داشته باشند، از اهميت بالايي برخوردار است. يكي از راهكارهاي موجود در اين زمينه، مدلسازي فرايند چانه زني بين تخليه كنندگان بار آلودگي، براي رسيدن به توافق پايدار و استفاده مناسب از ظرفيت پذيرش بار آلودگي رودخانه است. در سيستم هايي كه چند تصميم گير مستقل در آن دخيل هستند، تئوري بازي ها، ابزاري قدرتمند در دستيابي بازيكنان به استراتژي هاي پايدار ميباشد. (Nash )1951تعريفي از استراتژي بهينه در يك بازي غير همكارانه را ارائه داد كه به تعادل نش معروف شد. ( Lund and Palmer (1997به تشريح اختلاف هاي موجود در سيستم هاي منابع آب پرداختند. ايشان استفاده از ديدگاه هاي حل اختلاف و گفتگو بين ذينفعان را در حل مشكلات موجود توصيه نمودند. (Loaiciga (2004نقش همكاري و عدم همكاري را با روشهاي رياضي و از طريق متدهاي مختلف تئوري بازيها در قالب يك مسأله بهره برداري مشترك از منابع آب زيرزميني در آمريكا بيان كرد.
ABSTRACT
In the quality management of rivers, there are usually decision-makers and the influence of different adopters with different desirability. One of the important issues in the management of water quality in rivers is the formulation of policies that the stakeholders have agreed on sustainably. One of the ways in this regard is the modeling of the bargaining process between pollutant dischargers and the environmental protection organization for the proper use of the capacity for accepting the pollution burden of the river. Evolutionary games can model a natural bargaining process and provide sustainable evolutionary strategies. In this paper, using a theory of evolutionary games, a model for river water quality management is proposed. The proposed model, by taking into account the level of self-pollution of the river and the way in which the pollutants are discharged and transported, provides a policy for the sustainable treatment of dischargers by contributing to an optimization method. In this paper, bivariate fine fines are proposed for violating water quality standards, which allow simultaneous consideration of the concentration of dissolved oxygen (DO) and the concentration of oxygen required for biological (BOD). Also, in order to meet the standard water quality standard, a new parameter called the increment coefficient for penalty functions has been introduced. The efficiency of the proposed model and the proposed fine is evaluated using the information of a river system with three pollution load dischargers. The results of this research indicate the proper performance of the proposed model in river quality management.
INTRODUCTION
In discussing river quality management, it is important to formulate policies that the stakeholders have agreed on sustainably. One of the strategies available in this area is the modeling of the bargaining process between pollutant dischargers to achieve a sustainable agreement and appropriate utilization of the capacity for accepting the pollution load of the river. In systems where several independent decision makers are involved, game theory is a powerful tool for reaching sustainable strategies for players. Nash 1951 provided a definition of an optimal strategy in a non-cooperative game that became known as the Nash equilibrium. (Lund and Palmer, 1997) described the disparities in water resource systems, who recommended the use of conflict resolution perspectives and stakeholder dialogue in solving existing problems (Loaiciga, 2004).
