چکیده
در چند دهه گذشته متخصصان و محققان همواره در پي ارايه رويكردها و روش هاي مناسب در جهت تكميل و حل نواقص سيستم هاي انجام پروژه بودند. مشاركت ناقص بين عوامل در سيستم هاي انجام پروژه سبب پيدايش روش هاي ابداعي نظير Partneringو Project Alliancingبر پايه Relational Contractingدر دو دهه گذشته شد و موفقيت آميز بودن اين شيوه ها زمينه ساز ظهور روش انجام تجميعي پروژه (IPD) گشت. انجام تجميعي پروژه (IPD) روشي است كه با تجميع كردن تيم پروژه و تشريك مساعي بين عوامل پروژه سعي در بهبود خروجي پروژه دارد. در سال 2007اين رويكرد با اهداف توجه به منافع مشترك (رابطه برنده-برنده)، ايجاد اعتماد و همكاري متقابل، مشاركت زودهنگام عوامل كليدي پروژه و تقسيم صحيح ريسك و پاداش ارائه گرديد. با وجود مزاياي وافر اصول ،IPDوضعيت پذيرش فعلي آن توسط صنعت ساخت به دليل عدم آشنايي كافي كاملاً مشخص نيست. پروژه هاي محدودي با استفاده از IPDانجام شده اند اما همين تعداد كم مزايا اين روش را اذعان مي دارند. در تحقيق حاضر ابتدا پايه و اساس روش مذكور تشريح مي شود و مسئوليت هاي كارفرما،مشاور و پيمانكار در فاز هاي مختلف انجام پروژه بيان مي گردد در انتها سه توافقنامه هاي قراردادي مطرح در IPD از نقطه نظر تخصيص ريسك ، هزينه و بيمه ارزيابي مي شود.
مقدمه
قراردادهاي متعارف (Design-Bid-Build) از سال 1940به صورت گسترده مورد استفاده قرار گرفته است ولي با پيچيده و تخصصي شدن صنعت ساخت، تفكيك فرايندها صورت گرفت كه از ابتدا تا انتهاي پروژه بوسيله يك سازنده ارشد هدايت شود. در سال 1960سيستم مديريت اجرا (Construction management) با هدف حل مشكلات مجزا بودن عوامل، هزينه بالا بدليل عدم همكاري و ناكارآمدي سيستم پيشين ارائه گرديد ولي نتوانست همكاري كامل بين تيم پروژه ايجاد كند و طراحي و اجرا را كاملاً هماهنگ كند. در سال 1990سيستم طرح و ساخت (-Design Build) معرفي شد و تحقيقات، برتري اين سيستم را نسبت به سيستم متعارف از نظر زمان، هزينه و كيفيت نشان داد. در دو دهه اخير سيستم مشاركتي (Partnering) به عنوان يك رويكرد ابتكاري جهت پيشبرد پروژه در صنعت ساخت معرفي گرديد كه با بهبود كنترل زمان و هزينه، ريسك افزايش زمان و هزينه را كاهش مي دهد.
ABSTRACT
Over the past few decades, experts and researchers have always sought appropriate approaches and methods for completing and solving defects in project systems. The incomplete participation of factors in the project systems has led to the emergence of innovative methods such as Partnering and Project Alliancing based on Relational Contracting over the past two decades, and the success of these methods has led to the emergence of an integrated project execution method (IPD). Project Comprehensive Project (IPD) is a method that seeks to improve the project output by integrating the project team and collaborating efforts among project agents. In 2007, this approach was presented with a focus on common interests (win-win relationship), building trust and mutual cooperation, early involvement of key project elements, and the proper allocation of risk and rewards. Despite the advantages of the principles, IPD is not completely clear about the current status of its acceptance by the manufacturing industry due to lack of familiarity. Limited projects are done using IPD, but the same low number of benefits are recognized by this method. In the present research, firstly, the basis of the mentioned method is explained and the responsibilities of the employer, consultant and contractor are stated in different phases of the project implementation. At the end, three contractual agreements in the IPD are assessed from the point of view of the allocation of risk, cost and insurance.
INTRODUCTION
Conventional designs (Design-Bid-Build) have been widely used since 1940, but with the complex and specialized manufacturing industry, the separation of processes was conducted from the beginning to the end of the project by a senior builder. In 1960, the construction management system aimed at solving the problems of separating factors, high costs due to lack of cooperation and inefficiency of the previous system, but failed to fully cooperate between the project team and fully coordinate design and implementation. In the 1990s, the Design Design System was introduced and research has shown the superiority of this system to the conventional system in terms of time, cost, and quality. In the last two decades, partnering has been introduced as an innovative initiative to advance the project in the manufacturing industry, which, by improving time and cost control, reduces the risk of increasing time and cost.
