چکیده
با توجه به این که نوار ساحلی دریاي خزر از نظر اقتصادي، محیط زیستی و شیلاتی داراي اهمیت بوده و با طول نسبتاً زیاد همواره در معرض اثرات منفی ناشی از ریزش نفتی قرار دارد، تعیین مناطق حساس ساحلی آن به آلودگی نفتی و ارایه روش هایی جهت توسعه مدلها و بومی سازي روشها و تعیین معیارهاي حساسیت سواحل کشورمان به آلودگی نفتی بسیار ضروري است. در این مقاله، با ترکیب تکنیک هاي ارزیابی چندمعیاره و منطق فازي در محیط ،GISمدل سیستم پشتیبان تصمیم گیري جهت اولویت بندي حساسیت زیست محیطی مناطق ساحلی استان مازندران به آلودگی نفتی ارایه میشود. به منظور ایجاد مدل، در ابتدا بر اساس نظرات کارشناسی، معیارهاي موثر شناسایی شده و با جمع آوري داده ها و پردازش نقشه هاي اولیه معیارها، نوار ساحلی بر اساس معیارهاي انسانی، اکولوژیکی، هیدرودینامیکی و مورفولوژیکی به فواصل مناسب تقسیم و لایه اطلاعاتی مورد نظر تهیه میشود. سپس لایه هاي پردازش شده با به کارگیري روش هاي AHPو AHPفازي وزنده ی شده و در مرحله بعد با به کارگیري مدلهاي فازي تلفیق لایه ها در GISانجام میشود، در نهایت نیز درجه حساسیت هر منطقه نسبت به آلودگی نفتی مشخص و نقشه کلی حساسیت تهیه می- شود. همچنین نتایج نهایی بر اساس اولویت حساسیت رتبه بندي شده و نتایج حاصل از اجراي مدلها مقایسه و مدل مناسب ارایه میشود. جهت به دست آوردن وزن پارامترها به روش AHPو AHPفازي در محیط Matlabبرنامه نویسی شده و براي آماده سازي لایه ها و رويه مگذاري آنها، از نرم افزار ArcGIS9استفاده شده است. نتایج حاصـل از مـدل فازي، روش مناسبی در تعیین مناطق حساس ساحلی به آلودگی نفتی بوده و با در اختیار گذاشتن گزینه هاي متعدد در قالب ،GISبه مدیران در تصمیم گیري و تشخیص اولویت ها کمک میکند، تا با شناسایی منابع در معرض خطر و اولویت بندي آنها، واکنش مناسب جهت پاکسازي آلودگی نفتی و حفاظت از مناطق حساستر در کوتاهترین زمان ممکن انجام شود.
مقدمه
مناطق ساحلی داراي زیستگاه ها و آبزیان حساس، منابع معدنی و تفرجگاهی قابل ملاحظه اي بوده و پشتوانه بسیار مهمی براي فعالیت هاي معیشتی، شیلات و صنایع حمل و نقل به شمار می آیند. وجود نفت در دریا نه تنها محیط زیست آبی، بلکه سلامت انسان را نیز دچار لطمات جدي مینماید. مهمترین اثر آلودگی نفت در سواحل شامل پوشاندن سنگها، گیاهان و جانداران با لایه اي از نفت میباشد. همچنین بخش هایی از نفت که به وسیله هوا خوردن از لکه هاي نفتی جدا میشوند، در همه جا پخش شده و باعث از بین رفتن جاذبه هاي توریستی و درآمدهای اقتصادي میگردند.
ABSTRACT
Considering that the coastal strip of the Caspian Sea is economically, environmentally and fishery important and has a relatively long length of exposure to the negative effects of oil spill, the determination of sensitive coastal areas to oil pollution and the provision of methods Developing models and localization of methods and determining the sensitivity criteria of our coast to pollution of oil is very necessary. In this paper, by combining multi-criteria and fuzzy logic evaluation techniques in the environment, the GIS model of decision support system is presented to prioritize the environmental sensitivity of coastal areas of Mazandaran province to oil pollution. In order to create the model, firstly based on expert opinions, effective criteria are identified and by collecting data and processing the initial maps of the criteria, the coastal strip is divided into appropriate distances based on human, ecological, hydrodynamic and morphological criteria and the desired information layer Provided. Then, the processed layers are weighed using AHP and AHP fuzzy methods. Then, using the fuzzy models of the layers integration in the GIS, the sensitivity of each region is determined, and the overall sensitivity map is prepared. To be Also, the final results are ranked according to the sensitivity priority and the results from the implementation of the models are compared and the appropriate model is presented. To obtain the weight of the parameters, the AHP and AHP fuzzy methods are programmed in the Matlab environment and ArcGIS 9 software is used to prepare the layers and apply them. The results of the fuzzy model are a suitable method for determining coastal sensitive areas for oil pollution. By providing multiple options in the form, the GIS helps managers in decision making and prioritization, in order to identify hazardous resources and prioritize them. They will respond appropriately to clean up oil pollution and protect sensitive areas in the shortest possible time.
INTRODUCTION
Coastal areas have significant habitats and aquatic resources, are remarkable for mineral resources and recreational activities, and are a very important backbone for livelihood, fisheries and transportation industries. The presence of oil at sea is not only harmful to the environment, but also to human health. The most important effect of oil pollution on the coast is to cover rocks, plants and animals with a layer of oil. Also, parts of the oil that are separated by air from oil spills are spread everywhere, destroying tourist attractions and economic revenues.
