We present a computational framework for integrating a state-of-the-art numerical weather prediction (NWP) model in stochastic unit commitment/economic dispatch formulations that account for wind power uncertainty. We first enhance the NWP model with an ensemble-based uncertainty quantification strategy implemented in a distributed-memory parallel computing architecture. We discuss computational issues arising in the implementation of the framework and validate the model using real wind-speed data obtained from a set of meteorological stations. We build a simulated power system to demonstrate thedevelopments.

Over the past, natural resources have been managed to a large part by the state. However, local communities increasingly account for a substantial share of management as well. Approximately 76% of the world’s irrigated area (277 million hectares, 40% of the world’s food production), is managed by local Water User Associations (Garces-Restrepo et al., 2007). Since state-governance did not always met expectations in the 1960 and 1970s (Acheson, 2006), many countries increased the involvement of local resource users in the management process (see Garces-Restrepo et al., 2007 for irrigation). This development led to a variety of different forms of collaboration between governments and communities. Indeed, despite the conceptual distinction, in practice there is considerable overlap between state and community-based governance and a wide diversity of experiences (Meinzen-Dick, 2014). Different ideas have been used to coin these experiences, including joint management, community-based management (Gruber, 2008), (adaptive) collaborative management, and, most prominently co-management (Armitage et al., 2009).

We exported Data from the French national casemix system, covering all inpatient admissions in the country. Patients admitted for breast cancer surgery in 2009 were selected and their trajectory of care was recomposed with all hospitalizations occuring within one year after surgery. The main diagnoses of hospitalizations were used to produce morbidity profiles. Cumulative hospital costs were computed for each profile

The iHealth Explorer tool, developed by CSIRO and DoHA, delivers web services type data mining and analytic facilities over a web interface, providing desktop access to sophisticated analyses over very large data collections. The tool allows users to access large transactional datasets to create profiles of selected patients. The patients’ profiles, together with windowed event sequences data, can then be analyzed using a user chosen data mining tool. The results of the analysis can then be visualized using various forms of knowledge representation methods. Although the initial implementation of the tool is focused on its application in adverse drug reaction exploration, this tool and the embedded data mining tools can be used in broad areas of health data analysis

A crucial step in the modeling of a system is to determine the values of the parameters to use in the model. In this paper we assume that we have a set of measurements collected from an operational system, and that an appropriate model of the system (e.g., based on queueing theory) has been developed Not infrequently proper values for certain parameters of this model may be difficult to estimate from available data (because the corresponding parameters have unclear physical meaning or because they cannot be directly obtained from available measurements, etc.). Hence, we need a technique to determine the missing parameter values, i.e., to calibrate the model. As an alternative to unscalable “brute force” technique, we propose to view model calibration as a nonlinear optimization problem with constraints. The resulting method is conceptually simple and easy to implement. Our contribution is twofold. First, we propose improved definitions of the “objective function” to quantify the “distance” between performance indices produced by the model and the values obtained from measurements. Second, we develop a customized derivative-free optimization (DFO) technique hose original feature is the ability to allow temporary constraint violations. A double-blind controlled study of a nonhydroquinone bleaching cream in the treatment of melasma

Background Melasma is an acquired hypermelanosis predominantly affecting the face of women. It is often recalcitrant to treatment with hypopigmenting agents. Objective To assess the efficacy of a nonhydroquinone cream (Amelan M®) vs. another (Mela-D®) as treatment for melasma. Methods Twenty-two French women with bilateral epidermal and/or mixed melasma were enrolled in a split-faced prospective trial lasting 4 months during summer season weeks. Twelve patients applied once-daily Amelan M® to one side of the face with sun-protective factor 60 UVA sunscreen each morning and Mela-D® once-daily to the other side of the face. Pigmentation was measured objectively using a mexameter and the melasma area and severity index (MASI) were measured subjectively. Results The mean decrease of pigmentation was statistically significant on the MASI with both cream and only with Amelan M with the mexameter. Some adverse side effects were observed. Conclusions Amelan M® is really more effective than Mela D® cream on melasma. Even though some side effects were observed patients preferred the Amelan M-treated side.
A Fair Solution to DNS Amplification Attacks

Recent serious security incidents reported several attackers employing IP spoofing to massively exploit recursive name servers to amplify DDoS attacks against numerous networks. DNS amplification attack scenarios utilize DNS servers mainly for performing bandwidth consumption DoS attacks. This kind of attack takes advantage of the fact that DNS response messages may be substantially larger than DNS query messages. In this paper we present a novel, simple and practical scheme that enable administrators to distinguish between genuine and falsified DNS replies. The proposed scheme, acts proactively by monitoring in real time DNS traffic and alerting security supervisors when necessary. It also acts reactively in co- operation with the firewalls by automatically updating rules to ban bogus packets. Our analysis and the corresponding experimental results show that the proposed scheme offers an effective solution, when the specific attack unfolds.
